Figure 3, Proposed CilyWide NehAlOrk Design <br />Business and Anchor Focus <br />As in any capital -intensive project, <br />there are advantages and risks that <br />vary depending on the broadband <br />deployment scenario chosen. The <br />City of San Leandro Fiber Optics <br />Master Plan analyzes these <br />scenarios and provides a strategy for <br />deploying broadband throughout the <br />City. <br />Each implementation phase offers <br />opportunities for the City to connect <br />government facilities and assets such <br />as traffic signals, cameras, and <br />wireless devices. Connected devices <br />establish the means to measure, <br />monitor and improve traffic, the <br />resident and visitor experience, public <br />safety and many other municipal services and operations. Additionally, the design <br />includes the ability to expand competitive internet services to the business community <br />within the buffer zones of the network design. As a result, the City of San Leandro's <br />network becomes a network able to expand broadband to the business community <br />enabling revenue that helps to pay for the cost of building and maintaining the network.5 <br />A redundant network architecture that will serve as the backbone for the core of the City, <br />main traffic routes, and commercial zones is illustrated in Figure 3. The network will also <br />be the backbone and gateway for provisioning broadband for municipal, commercial, and <br />anchor institutions. <br />The proposed implementation strategy includes two primary phases: <br />1. Enhance Existing Core Network with Lit San Leandro; <br />2. Populate existing empty network conduit with new fiber and expand network to reach <br />additional businesses, anchor institutions and commercial zones. <br />SUMMARY OF BUSINESS AND FINANCIAL MODELS <br />Several options exist when planning for the design of a municipal network. Magellan's <br />analysts and San Leandro's team have examined several of these and determined that a <br />5 During community outreach sessions, residents and community members also expressed a need to ensure residential access to high-speed <br />internet.
