• City Municipal Code does have a chapter for <br />wireless zoning/code, but it is out of date and <br />does not include provisions for small cells in that <br />code. <br />• No City standards or design guidelines regarding <br />telecom requests on pole <br />construction/additions. This is handled by Traffic <br />& Engineering. There are no City licensing <br />agreements for micro sites in place. <br />• Planning Department and Traffic & Engineering <br />do work together on planning when there is a <br />crossover between public right-of-way and <br />private development, but not regarding <br />aesthetics. <br />• There is no CUP process for broadband. If it is in <br />the public right-of-way, there is no <br />administrative oversight. Anything in public <br />right-of-way is managed by Municipal Code. City <br />Attorney would craft new telecom CUP <br />language. <br />MUNICIPAL NEEDS ASSESSMENT <br />• Trend is to move from large macro sites to <br />smaller micro sites (on electric or light poles) to <br />accommodate 5G service/applications. <br />• Magellan to provide "best practices and <br />examples" of what other cities have done for <br />ordinances. <br />• Opportunity to form a committee for pre - <br />application planning including Planning, Fire, <br />T&E, Environmental and IT. <br />• Need a plan on the roles of the City <br />departments to provide direction on how they <br />work together on broadband and technology <br />across departmental lines. <br />• Program needed to educate broadband <br />stakeholders to identify benefits of getting <br />buildings connected to buildings. <br />Fiber-optic networks can provide a public infrastructure that can be used for an <br />assortment of public benefits, including enhanced municipal utilities, new e -government <br />applications, public safety, collaboration, and infrastructure sharing programs.
