3.0 ENVIRONMENTAL CHECKLIST <br />City of San Leandro 1388 Bancroft Avenue Project <br />November 2018 Initial Study/Mitigated Negative Declaration <br />3.0-39 <br />REGIONAL <br />Bay Area Air Quality Management District <br />The BAAQMD provides direction and recommendations for the analysis of a project’s GHG impacts <br />and an approach to mitigation measures in its CEQA Air Quality Guidelines. The guidance in the <br />handbook was used to prepare this analysis. The BAAQMD (2017a) CEQA Air Quality Guidelines include three options for evaluating the impact of a project’s operational GHG emissions: <br />• Meet all screening criteria for the land use type listed in Table 3-1 of the BAAQMD <br />guidelines; or <br />• Be located in a community with an adopted qualified GHG Reduction Strategy, and the project identifies and implements all applicable feasible measures and policies from the <br />strategy; or <br />• Have estimated GHG operational emissions that are quantified and fall below the bright- <br />line threshold of significance of 1,100 metric tons of CO2e per year or the efficiency threshold of significance of 4.6 metric tons of CO2e per service population per year. <br />The BAAQMD greenhouse gas thresholds were developed based on overall projections of <br />development in the region and how the region would come into compliance with the goals established by AB 32. BAAQMD thresholds were developed based on substantial evidence that such thresholds represent quantitative levels of GHG emissions and compliance with these <br />thresholds would reduce impacts to less than cumulatively considerable (BAAQMD 2009a, 2017a). <br />The BAAQMD greenhouse gas emissions thresholds and screening criteria were developed to meet the goals of AB 32 and the 2014 First Update to the Climate Change Scoping Plan. As of the <br />date of this analysis, the BAAQMD has not published recommended thresholds to meet the State’s <br />2030 GHG reduction goals as mandated by SB 32 and the 2017 Climate Change Scoping Plan, <br />nor has any other California air district done so. <br />Plan Bay Area 2040 <br />As required by the Sustainable Communities and Climate Protection Act of 2008 (SB 375), the <br />Association of Bay Area Governments and Metropolitan Transportation Commission (2017) <br />developed a Sustainable Communities Strategy as a component of Plan Bay Area 2040. This plan seeks to reduce GHG and other mobile source emissions through coordinated transportation and <br />land use planning to reduce VMT. <br />LOCAL <br />City of San Leandro 2035 General Plan <br />The Environmental Hazards Element of the San Leandro (2016a) General Plan includes an <br />overview of climate change–related sea level rise. The element contains the following GHG <br />emissions–related policy: <br />Policy EH-3.4 Design, Construction, and Operation. Require new development to be designed and constructed in a way that reduces the potential for future air <br />quality problems, such as odors and the emission of any and all air <br />pollutants.
