3.0 ENVIRONMENTAL CHECKLIST <br />1388 Bancroft Avenue Project City of San Leandro <br />Initial Study/Mitigated Negative Declaration November 2018 <br />3.0-40 <br />(a) Requiring construction and grading practices that minimize airborne dust and particulate matter; <br />(b) Ensuring that best available control technology is used for operations <br />that could generate air pollutants; <br />(c) Encouraging energy conservation and low-polluting energy sources; <br />(d) Promoting landscaping and tree planting to absorb carbon monoxide <br />and other pollutants; and <br />(e) Implementing the complementary strategies to reduce greenhouse <br />gases identified in the Climate Action Plan. <br />The General Plan Open Space, Parks, and Conservation Element contains an overview of climate change and GHG emissions. The element contains the following GHG emissions–related policy <br />potentially applicable to the project: <br />Policy OSC-8.2 Planning and Building Practices. Encourage construction, landscaping, and site planning practices that minimize heating and cooling costs and <br />ensure that energy is efficiently used. Local building codes and other City <br />regulations and procedures should meet or exceed state and federal <br />standards for energy conservation and efficiency and support the City’s greenhouse gas reduction goals. <br />CITY OF SAN LEANDRO CLIMATE ACTION PLAN <br />The vision of the Climate Action Plan (CAP) is to guide the City toward a sustainable future that reduces GHG emissions from current levels while promoting economic prosperity for present and <br />future generations. The Climate Action Plan seeks both to document the various programs San <br />Leandro has implemented since 2005 and to consider new programs and actions that may be <br />implemented to meet the City’s GHG reduction target of 25 percent below 2005 emissions levels by 2020 (San Leandro 2009). <br />The CAP contains the following GHG emissions–related goals potentially relevant to the project: <br />Goal: Promote green building practices in both the new construction and remodel market. A <br />summary of measures and actions to promote green building practices include the following: <br />• Establish mandatory green building ordinance for private new construction. Require <br />new building projects to achieve a minimum point level on an appropriate green <br />building checklist, such as GreenPoint Rated, LEED or California’s Green Building Code. There may be a minimum threshold for eligibility, such as 10,000 square feet for new commercial/industrial buildings. <br />• Identify and promote funding sources and other incentives to subsidize green buildings. <br />Some PG&E incentive programs, such as the California Statewide Savings by Design program, may provide incentives for new construction that meet energy efficiency <br />thresholds. <br />• Educate community members and local contractors on green building practices. For <br />example, increase the number of green building events at the library, including hosting
