3.0 ENVIRONMENTAL CHECKLIST <br />1388 Bancroft Avenue Project City of San Leandro <br />Initial Study/Mitigated Negative Declaration November 2018 <br />3.0-62 <br />• Construction activities shall be restricted to the daytime hours of between 7:00 a.m. and 7:00 p.m. on weekdays, or between 8:00 a.m. and 7:00 p.m. on Sunday and <br />Saturday. No construction is permitted on federal holidays. <br />• Prior to the start of construction activities, the construction contractor shall: <br />o Maintain and tune all proposed equipment in accordance with the manufacturer’s recommendations to minimize noise emission. <br />o Inspect all proposed equipment and fit all equipment with properly operating <br />mufflers, air intake silencers, and engine shrouds that are no less effective than as <br />originally equipped by the manufacturer. <br />o Post a sign, clearly visible at the site, with a contact name and telephone number of the City of San Leandro’s authorized representative to respond in the event of a <br />noise complaint. <br />o Place stationary construction equipment and material delivery in loading and unloading areas as far as practicable from the residences. <br />o Limit unnecessary engine idling to the extent feasible. <br />o Use smart back-up alarms, which automatically adjust the alarm level based on <br />the background noise level, or switch off back-up alarms and replace with human spotters. <br />o Use low-noise emission equipment. <br />o Limit use of public address systems. <br />o Minimize grade surface irregularities on construction sites. <br />With application of standard conditions of approval in accordance with General Plan <br />Draft EIR mitigation measure NOI-4, impacts related to a substantial temporary or periodic <br />increase in ambient noise levels in the project vicinity above levels existing without the project would be less than significant. <br />e, f) No Impact. The project site is not located in an airport land use plan or within 2 miles of a <br />public or public use airport or private airstrip. The closest airport to the project site, Oakland <br />International Airport, is approximately 2.9 miles away. Therefore, the project would not expose people residing or working in the project area to excessive noise from airports or <br />airstrips, and there would be no impact. <br />Mitigation Measures <br />MM NOI-1 To prevent damage to off-site structures, during construction activities, the project applicant and/or its contractor shall ensure compliance with, and the City shall note on grading and building permits: Vibratory rollers shall not be used in dynamic <br />mode (i.e., rolling motion only with no vibration) within 25 feet of any existing off- <br />site structure.
