<br />Consulting Services Agreement between City of San Leandro and NBS for Eden Road Exhibit A – Page 1 of 3 <br />EXHIBIT A SCOPE OF SERVICES Project Description The City has a project to design and build improvements to Eden Road and to create an extension of <br />Business Center Drive to connect Eden Road with Davis Street. Eden Road and the extension of <br />Business Center Drive are to be public streets operated and maintained by the City of San Leandro. <br />Combined, both road segments total around 1800 linear feet in length and the project is estimated to cost $8,000,000 including purchase of land. <br />Scope of Work <br /> <br />This contract is for consulting services related to the formation of a Community Facilities District (CFD) as defined by the Mello-Roos Community Facilities Act of 1982 (the Act) to fund the project. The CFD will only fund design, construction, land acquisition, and other costs necessary to construct <br />the work; maintenance will be funded from other City revenues. The CFD will collect funds both up <br />front and over time and will incur debt for the portion of the special tax that is not collected up front. <br /> The City will enter into contracts with additional consultants as follows: Bond Counsel: Jones Hall <br />Financial Advisor: Kitahata & Company <br />Underwriter: Stifel <br /> Task 1: KICK OFF MEETING. Meet with City Staff and the project team to: <br />1. Establish lines of communication <br />2. Clarify project goals <br />3. Identify and resolve any special circumstances regarding the formation of the CFD 4. Develop project schedules to meet legal requirements and provide for effective interaction of all parties <br />5. Establish meeting dates consistent with the schedule to achieve project milestones. <br />6. Discuss funding needs and debt limits <br />7. Develop community outreach process Task 2: GOALS AND POLICIES <br />Review existing local goals and policies or assist in developing local goals and policies for the use of <br />CFD’s as required by the Act. <br /> Task 3: DATA COLLECTION Gather and review data relevant to the formation of the CFD. Data will be obtained from various <br />sources including City records, Assessor’s parcel maps, and County Assessor information. <br /> Task 4: DISTRICT BOUNDARIES
