<br />Consulting Services Agreement between City of San Leandro and NBS for Neptune Drive Shoreline Flood Exhibit A – Page 1 of 3 <br />EXHIBIT A SCOPE OF SERVICES Project Description The City has a project to design and build improvements along the shore of the San Francisco Bay in <br />the vicinity of 13165 Neptune Drive that will reduce the risk of flooding for approximately 1100 <br />properties. The improvements will be constructed within an easement on private property and will <br />be maintained by the City of San Leandro. The estimated project cost is $2,000,000 including design, permitting, construction, and easements. <br />Scope of Work <br /> <br />This contract is for consulting services related to the formation of a Special Financing District to fund the project. The Special Financing District will be an Assessment District as defined by the Benefit Assessment Act of 1982, the Improvement Act of 1911, or the Municipal Improvement Act of 1913. <br />The District will only fund design, construction, land acquisition, and other costs necessary to <br />construct the work; maintenance will be funded from other City revenues. The District will collect <br />funds both up front and over time and will incur debt for the portion of the special tax that is not collected up front. <br />The City will enter into contracts with additional consultants as follows: <br />Bond Counsel: Jones Hall <br />Financial Advisor: Kitahata & Company Underwriter: Stifel <br />Consultant shall provide the following services: <br />1. Obtain assessor data and other real property information needed and validate data accuracy. <br />Cross check data for consistency and compare to other data resources. <br />2. Provide guidance with the preparation of estimates for the assessment districts. Construction cost estimates will be provided by the City; provide input on district formation costs. Develop a finance plan for the design and construction of the proposed <br />project. <br />3. Prepare assessment diagrams and maps as needed. Consultant will utilize GIS mapping to <br />assist with the process. <br />4. Review and summarize at least three different types of assessment methodologies that <br />have been successfully applied in other cities throughout California and recommend the <br />type of assessment methodology that should be used for the proposed district. <br />5. Develop and deploy content to a dedicated City webpage and social media, including but <br />not limited to: • District formation intent and options. • Background and legislation for special financing district.
