<br />Consulting Services Agreement between City of San Leandro and NBS for Neptune Drive Shoreline Flood Exhibit A – Page 2 of 3 <br />• Ongoing updates on tasks and events (such as a timeline for the formation of the District, including budget preparation and calculation of levies, meetings, property tax <br />due dates, funds received from the County and impact on the upcoming budget and future <br />levies). <br />• Annual calendar of anticipated improvements. <br />• Specialized mapping and graphics of improvement projects. <br />6. Develop two online/mailed surveys to gather information from residents by: <br />• Providing concise explanations to residents about the survey. <br />• Developing specific questions that allow for focused results. <br />• Engaging a larger demographic within the boundaries of the proposed district. • Measuring the performance of the survey. <br />• Providing useful and detailed results. <br /> <br />7. Provide the following meeting services for two in-person meetings: <br />• Hosting in-person meetings to give the community the opportunity to discuss items of importance as well as build a sense of community. <br />• Creation and posting of community meeting notices that will be posted on various <br />outlets such as social media, public locations and in the newspaper and or newsletter. <br />• Lead meetings with particular objectives created with the City prior to the meeting. <br />• Development of action items based on feedback received at Community Meetings or from newsletters. <br /> <br />8. Prepare benefit analysis, method of apportionment and other assessment engineering <br />elements necessary for the Engineer’s Report. <br />9. Prepare a Preliminary Engineer’s Report for the proposed assessment district setting forth <br />the boundaries of the district, the proportion of benefit derived by each parcel, and the total cost assigned to each parcel in accordance with applicable assessment law. <br />10. Prepare and assist with review of the resolutions for preliminary approval of the Engineer’s Reports, confirmation of assessment levies and other resolutions as required. <br />11. Assist with the public hearing notice and attending up to two (2) City Council meeting; <br />one at which the Resolution of Intention is adopted, the Preliminary Engineer’s Report is <br />approved and the Public hearing is set and one at which the Public hearing is held for <br />each proposed district. <br /> 12. Prepare and administer the ballot voting process for the assessment district including <br />opening returned ballots during the Public Hearing and compiling and tabulating the <br />ballot results and certifying the results once finalized. Per Section 53753e of the <br />Government Code, assessment ballots are tabulated at the conclusion of the Public <br />Hearing by an impartial person. <br />13. Assuming that the assessment district is approved, prepare final Engineer’s Report in accordance with applicable assessment laws and provide the specific levy amount for each parcel and for each district.
