City of San Leandro <br />Meeting Date: February 19, 2019 <br />Staff Report <br />Agenda Section:File Number:19-029 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Execute a Consulting Services Agreement with <br />Noll & Tam Architects for Design Services for the Mulford-Marina Branch Library, <br />Project 2018.2400; to Authorize the City Manager to Negotiate and Approve <br />Individual Amendments up to 5% of the Original Contract Amount; and to <br />Authorize the City Manager to Negotiate and Approve Cumulative Amendments <br />up to 15% of the Original Contract Amount. <br />SUMMARY AND RECOMMENDATIONS <br />This resolution provides for the approval of a contract for the design, permitting, and preparation <br />of bid documents for the replacement of the Mulford-Marina Branch Library. <br />Staff recommends the following: <br />·Approve a Consulting Services Agreement with Noll & Tam Architects for design services <br />for the Mulford-Marina Branch Library in the amount of $366,047; and <br />·Authorize the City Manager to negotiate and approve Individual Contract Amendments up <br />to 5% (or $18,302) of the Original Contract Amount; and <br />·Authorize the City Manager to negotiate and approve Cumulative Contract Amendments <br />up to 15% (or $54,907) of the Original Contract Amount; and <br />BACKGROUND <br />The City has continuously provided library services to the community since 1906 and today <br />operates a main library plus three branch libraries. The City library services are enhanced and <br />supported by the Friends of the San Leandro Library and the San Leandro Library Foundation. <br />The existing Mulford-Marina Branch Library, located at the intersection of Aurora Drive and <br />Fairway Drive, has operated since 1962 in a 1,200 square foot building that has reached the end <br />of its useful life.
