City of San Leandro <br />Meeting Date: May 6, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-155 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council to Adopt Greenhouse the <br />Gas Emissions Reductions Goals to Reduce San Leandro Emissions to 40% <br />below 2005 Levels by the Year 2030 and to 80% Below 2005 Levels by the Year <br />2050 <br />WHEREAS, the State of California enacted Senate Bill 32 in 2016, which requires <br />California to reduce statewide greenhouse gas (GHG) emissions by 40% below 1990 levels by <br />2030, thereby extending the emissions reduction targets originally set forth in Assembly Bill (AB) <br />32, the California Global Warming Solutions Act of 2006. AB 32 required California to reduce <br />statewide GHG emissions to 1990 levels by 2020 and directs the California Air Resources Board <br />(CARB) to develop and implement regulations that reduce statewide GHG emissions, institute a <br />schedule to meet an emissions cap, and develop enforcement tools to ensure that the State <br />achieves the required GHG emissions reductions; and <br />WHEREAS, in December 2008 the California ARB approved the Climate Change <br />Scoping Plan which contains the primary strategies California will implement to achieve the GHG <br />reductions required in AB 32 and SB 32, and which encourages local governments to adopt a <br />reduction goal for municipal operations emissions and establish similar goals for community <br />emissions that parallel the State commitment to reduce GHGs; and <br />WHEREAS, Executive Order S-3-05 proclaims that California is vulnerable to the effects <br />of climate change, including reduced snowpack in the Sierra Nevada, exacerbation of <br />California’s existing air quality problems, and sea level rise; and establishes targets for reducing <br />GHG emissions to 2000 levels by 2010, to 1990 levels by 2020, and to 80% below 1990 levels by <br />2050; and <br />WHEREAS, Executive Order B-30-15 builds upon Executive Order S-3-05 by establishing <br />an intermediate emissions reduction target of 40 percent below 1990 levels by 2030; and <br />Page 1 City of San Leandro Printed on 4/30/2019
