File Number: 19-155 <br />WHEREAS, in 2007, the City of San Leandro, along with 10 other local governments in <br />Alameda County, committed to becoming a member of ICLEI - Local Governments for <br />Sustainability and to participating in the Alameda County Climate Protection Project that was <br />launched by ICLEI in partnership with StopWaste.Org and the Alameda County Conference of <br />Mayors. This action embarked the City on an ongoing, coordinated effort to reduce the <br />emissions that cause global warming, improve air quality, reduce waste, cut energy use and save <br />money; and <br />WHEREAS, the City Council of the City of San Leandro adopted a Climate Action Plan in <br />December 2009, setting a GHG emissions reduction target of 25% below 2005 levels by the year <br />2020 in accordance with AB32. The following action now seeks to set further GHG emissions <br />reduction targets in accordance with SB 32; and <br />WHEREAS, in 2017, the City of San Leandro joined the Global Covenant of Mayors, a <br />global coalition of mayors and city officials with a mission to reduce local greenhouse gas <br />emissions that involves a written commitment from the mayor or other city official to commit to <br />reduction in annual greenhouse gas emissions inventories, a greenhouse gas reduction target, <br />and an updated Climate Action Plan that addresses how the city will meet its greenhouse <br />reduction targets and sets a framework for Climate Adaptation; and <br />WHEREAS, to be consistent with the majority of Bay Area cities and with the State goals <br />outlined above, staff recommends that the City Council of the City of San Leandro direct staff to <br />prepare a Climate Action Plan update with the goal of reducing GHG emissions to 40% below <br />2005 levels by the year 2030 and to 80% below 2005 levels by the year 2050; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Manager recommends approval of said targets. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />That said targets are hereby approved and execution of all intents, documents, and <br />purposes by the City Manager to enact this resolution are hereby authorized. <br />Page 2 City of San Leandro Printed on 4/30/2019
