SIX-YEAR FORECAST: INTERNAL SERVICE FUNDS
<br />SELF INSURANCE FUND
<br />The Self Insurance Fund is responsible for five major areas to protect the City’s risk exposure:
<br />Workers’ Compensation, Unemployment Insurance, General Liability, Insurance coverage and
<br />Risk Management.
<br />The Human Resource division is responsible for the administration of the Workers’
<br />Compensation and Unemployment Insurance programs. The City of San Leandro is a member
<br />of Local Agency Workers’ Compensation Excess Joint Powers Authority (LAWCX) and uses a
<br />Third Party Administrator (TPA) to adjudicate workers’ compensation claims. The self-insured
<br />retention is $250,000 per claim. These activities relate to the processing of employees’
<br />industrial injury claims, payment to the State Employment Development Department for
<br />unemployment insurance benefits for eligible employees and for the development and
<br />implementation of an Injury and Illness Prevention Program (IIPP) required by Cal-OSHA safety
<br />training.
<br />The Finance Department is responsible for the administration of the General Liability program,
<br />Insurance coverage and review function and Risk Management services. The City of San
<br />Leandro is a member of the California Joint Powers Risk Management Authority (CJPRMA).
<br />The City maintains insurance through CJPRMA for General Liability coverage, Property, Boiler
<br />and Machinery, Pollution and Environmental liability, and Auto Coverage. The City’s Self
<br />Insured Retention (SIR) amount is $500,000 per claim (effective July 1, 2012) with CJPRMA
<br />providing excess coverage of up to $40 million. Risk Management meets with the City Attorney,
<br />the Police, Public Works and the Engineering and Transportation departments on a routine
<br />basis to review claims and discuss any process enhancement opportunities if needed.
<br />The Self Insurance fund balance is established using the annual actuarial report for anticipated
<br />losses relating to workers’ compensation and general liability claims.

<br />(PULL) program funds approved by City Council to reduce unfunded liabilities.
<br />Non-personnel expenses include payment to the Other Post Employment Benefit (OPEB ) trust account to fund
<br />this benefit liability:
<br />2008-09 thru 2010-11 = $500,000 per year
<br />2011-12 thru 2012-13 = $250,000 per year
<br />2013-14 thru 2024-25 = $750,000 per year
