DEPARTMENT: CITY ATTORNEY <br /> <br />DESCRIPTION <br /> <br />The City Attorney represents and advises the City Council, all City d epartments through <br />the City Manager, and Boards and Commissions in all matters of law pertaining to their <br />respective offices and official activities. The City Attorney prepares and/or reviews all <br />proposed ordinances and resolutions. The City Attorney also prepares, assists in the <br />negotiation of, and approves the form of legal documents, including but not limited to <br />contracts, memorandums of understanding, and real property transfer documents. The <br />City Attorney represents, or coordinates, monitors, and repor ts to the City Council on <br />litigation to which the City is a party. City Attorney services are provided through a contract <br />with the law firm of Meyers Nave Riback Silver & Wilson. <br /> <br />2017-19 ACCOMPLISHMENTS <br /> Provided legal advice to the City Council, the City’s appointed Boards and <br />Commissions, and the City Manager and staff on a variety of matters in all areas <br />of municipal government. Matters included the drafting of ordinances; advice on <br />code enforcement matters; personnel and labor relations matters; and legal <br />support for numerous planning, development, engineering, public works, and <br />redevelopment successor agency projects and litigation. <br /> Advised staff in the Building Division with negotiating permits to open new <br />affordable housing projects adjacent to the San Leandro BART station, Marea Alta <br />and La Vereda. <br /> Advised on legal issues and drafted ordinances related to tobacco retailer <br />licensing, short term rentals regulations, and mobilehome space rent stabilization, <br />amongst others. <br /> Continued to advise staff on the Shoreline Development project, including the <br />development agreement and entitlements. <br /> Advised staff on various planning and economic development projects, including <br />the Sansome Pacific Davis Street/CVS development, and the Bayfair TOD Specific <br />Plan, amongst others. <br /> Advised the Risk Manager on tort claims management, which significantly reduced <br />the number of open claims, and claims that went to litigation. <br /> Assisted the City Council with the negotiation of, and drafted a new agreement <br />with the current City Manager. <br /> <br />2019-21 GOALS AND OBJECTIVES <br /> Provide high quality, cost effective and pro-active legal services to the City <br />(Supports Council Goal A) <br /> Provide proactive legal advice on the City’s efforts to encourage economic <br />development, community development, and housing activities, including new <br />market rate, mixed use, and affordable housing projects such as implementation <br />of the Bay Fair Specific Plan, the Alvarado Street development project, the Town <br />Hall Square development, and the Davis Street/CVS property development <br />(Supports Council Goals B and F) <br />161 <br />183
