DEPARTMENT: ENGINEERING AND TRANSPORTATION <br /> <br /> <br /> Neighborhood Traffic Calming Program, and is responsible for the design of traffic safety <br />improvements, including signals, signs and markings, response to public questions and <br />requests regarding traffic conditions, and analysis of existing traffic conditions to <br />determine appropriate safety improvements. Finally, the division manages the City’s <br />Impact Fee program, the Heron Bay Maintenance Assessment District annual budget , <br />and acts an Enforcement Officer for violations of the Municipal Code in the right -of-way. <br /> <br />2017-19 ACCOMPLISHMENTS <br /> Adopted a 2018 update to the Bicycle and Pedestrian Master Plan. <br /> Adopted an Urgency Ordinance related to Small Cell Antenna installations on City- <br />owned street lights/poles. <br /> Conducted Safety Site Assessments at all San Leandro and San Lorenzo public <br />schools. <br /> Obtained Highway Safety Improvement Program (HSIP) funding for intersection <br />improvements at four locations. <br /> Processed an annual average of 600 Encroachment Permits, 70 Planning <br />Applications, 90 Building Permits, 10 Grading Permits, and 8 subdivisions. <br /> Adopted a Complete Streets Guidance Manual. <br /> Completed construction of traffic signal upgrade project at the intersection of <br />Bancroft Avenue and Sybil Avenue funded by approximately $530,000 in Federal <br />Grants (Supports Council Goal D). <br /> Installed 1.3 Miles of conduit for fiber optic communication lines. <br /> Installed 25.2 Lane Miles of street pavement seal at a cost of $4M. <br /> Installed 10.53 Lane Miles of street pavement rehabilitation at a cost of $9M. <br /> Installed 4 pedestrian cross walks with bulb outs and pedestrian activated rapid <br />flashing beacons. <br /> <br />2020-21 GOALS AND OBJECTIVES <br /> Complete the design, right of way acquisition, and permitting of the East 14th <br />Street widening at Hesperian and 150th Avenue the “East 14th Triangle Project” <br />(Supports Council Goal D) <br /> Update the Development Fee for Street Improvements Impact Fee program to <br />incorporate Vehicle Miles Traveled (VMT) methodology, as well as create a new <br />Park Fee category for Accessory Dwelling Units (Supports Council Goal D) <br /> Complete street maintenance such that the City-wide average pavement condition <br />index increases from 58 to 60. (Supports Council Goal D) <br /> Complete construction of pedestrian signals or signal upgrades at the intersections <br />of Davis Street and Carpentier Ave, East 14th Street and Joaquin Ave, and East <br />14th Street and 144th Ave. (Supports Council Goal D) <br /> Begin conversion of overhead utilities to underground utilities on East 14th Street <br />from 150th Ave to Blossom Way (Supports Council Goal D) <br />182 <br />204
