City of San Leandro <br />Meeting Date: June 3, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-273 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Jeff Tudor <br />Chief of Police <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council to Authorize a Sole <br />Source Procurement and Approve and Authorize the City Manager to Execute a <br />5 Year Renewal Contract with Axon Enterprise, Incorporated (Formerly Taser <br />International) for 110 Police Department Body Worn Cameras, 110 TASER <br />Devices, and Continued Subscription Service to a Digital Evidence Management <br />System for a Not to Exceed Amount of $1,367,484, or $262,982 in Fiscal Year <br />2019-20 and then $276,126 Annually Through Fiscal Year 2023-24. <br />WHEREAS, the San Leandro City Council approved Resolution No. 2014-040 to <br />purchase 80 body worn cameras and a digital management system subscription by entering into <br />a 5 year contract with Axon Enterprise, Incorporated (formerly Taser International) that expires <br />July 15, 2019; and <br />WHEREAS, a new 5 year contract between the City of San Leandro and Axon Enterprise, <br />Incorporated (formerly Taser International) was presented to this City Council; and <br />WHEREAS, the contract upgrades existing hardware and outfits a total of 110 field <br />personnel with body worn cameras, TASER conducted electrical devices, 5 Axon Air licenses, <br />while also continuing the Police Department’s subscription service to Axon’s Digital Evidence <br />Management System; and <br />WHEREAS, the Police Department fully implemented policies, trained staff, and deployed <br />Axon TASER equipment to all field personnel; and <br />WHEREAS, a sole source procurement is justified under California Public Contract Code <br />section 3400 for Axon Enterprise, Incorporated because the hardware and services provided by <br />the vendor must align with current training standards for less-lethal use of force and match existing <br />deployed equipment of Police Department field personnel; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />Page 1 City of San Leandro Printed on 5/29/2019 <br />444
