<br /> <br />RFP No. 57818 – Design Services for a Treatment Wetland Page 4 of 43 <br /> <br />III. PROJECT OVERVIEW AND OBJECTIVES <br /> <br />The purpose of the first phase of the San Leandro Treatment Wetland for Pollution Reduction, <br />Habitat Enhancement and Shoreline Resiliency Project (Project) is to prepare engineering <br />designs and consult on environmental permitting and California Environmental Quality Act <br />(CEQA) review processes. Completion of this phase of the Proposed Project from between June <br />2019 and March 2021 allows the City of San Leandro to pursue implementation funds from local <br />and grant sources. <br /> <br />This project builds upon and relies on lessons learned from the Oro Loma Sanitation District <br />(OLSD) horizontal levee project, at the design, construction, and monitoring phases, as well as <br />demonstration projects conducted at the Discovery Bay Wastewater Treatment Plant and at the <br />Prado Wetlands along the Santa Ana River in Riverside County. The latter two (2) projects <br />utilized shallow, open water wetlands to achieve high removal of nitrate and pharmaceutical <br />compounds. At this point in the conceptual design phase, the Project is considering elements of <br />the open water shallow wetlands and horizontal levees to maximize nitrate removal and create <br />freshwater wetland habitat once abundant along the shores of SF Bay, yet virtually non-existent <br />today. <br /> <br />The Consultant will work with the City and Project advisers on a multi-phase effort to complete <br />designs and permitting for conversion of the 4.3-acre pond into a multi-benefit treatment <br />wetland. Principal objectives of this Project involve: <br /> <br />1. Treatment of secondary-treated nitrified wastewater to reduce nitrate loading prior to <br />discharge to San Francisco Bay; and <br />2. Habitat creation by replicating freshwater seeps and riparian habitat on the slopes <br />adjacent to the open water portion of the treatment wetland. <br /> <br />Early conceptual designs have been developed, indicating a currently preferred concept, as <br />provided in the supporting documents for this RFP. The City, however, is amenable to <br />alternatives and anticipates refinements or adjustments in consultation with the Consultant and <br />other expert advisers. <br /> <br />IV. SCOPE OF SERVICES <br />The preliminary Scope of Services provided below is intended to illustrate the minimum project <br />requirements. Consultants are encouraged to present innovative concepts to produce a complete <br />Project. In addition, tasks that you believe are necessary for the completion of the project should <br />be included in your proposal. <br />Phases and tasks identified herein will be approved on an as-needed basis, pursuant to City- <br />initiated task orders. <br />The City anticipates authorization of all Phases I and II tasks (Tasks 1-6).
