CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />Date: September 23, 2019 <br />To: City Council <br /> <br />From: Jeanette Dong, Recreation and Human Services Director <br /> <br />Subject: Requested Approval in support of the Youth Reinvestment Grant Program for the City <br />of San Leandro and San Leandro Unified School District <br /> <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />This application was requested by the San Leandro School District to provide youth services. The <br />attached document is the grant proposal application that was submitted to the Board of State and <br />Community Corrections (BSCC). The application was accepted along with the San Leandro Unified <br />School District Board Resolution. The Board of State and Community Corrections is requesting the <br />City of San Leandro Resolution. <br /> <br />Staff recommends that the City Council authorize the Resolution where the City of San Leandro <br />desires to participate in the Youth Reinvestment Grant Program. The City is thankful for the continued <br />partnership with the San Leandro School District. <br /> <br />BACKGROUND <br /> <br />The Youth Reinvestment Grant (YRG) program was established in the 2018 Budget Act (Senate Bill <br />840, Chapter 29, Statutes of 2018) and the related trailer bill (Assembly Bill 1812, Chapter 36, Statutes <br />of 2018). The Youth Reinvestment Grant program is aimed at diverting low-level offenders from <br />initial contact with the juvenile justice system using approaches that are evidence-based, culturally <br />relevant, trauma-informed, and developmentally appropriate. Grant funds will be used to target <br />underserved communities with high rates of juvenile arrests and high rates of racial/ethnic <br />disproportionality within those juvenile arrests. Applicants are local governments and will be required <br />to pass through ten percent of awarded funds to a designated “lead public agency” responsible for <br />coordinating with local law enforcement agencies, social service agencies, and nonprofit organizations <br />to implement the local grant program. Applicant local governments will be required to pass through the <br />remaining 90 percent of awarded funds to community-based organizations. NGOs that receive these <br />funds must deliver services in underserved communities with high rates of juvenile arrests. The <br />services include diversion programs and alternatives to arrest, incarceration, and formal involvement <br />with the juvenile justice system, educational services, including academic and vocational services, <br />mentoring services, behavioral health services and mental health services. City of San Leandro, <br />applicant, San Leandro Unified School District, lead agency, has been awarded the Youth <br />Reinvestment Grant. <br /> <br />FISCAL IMPACTS <br /> <br />There is no fiscal impact on the General Funds associated with this item. <br /> <br />ATTACHMENTS <br /> <br />• Youth Reinvestment Proposal Package <br /> <br /> <br />172
