City of San Leandro <br />Meeting Date: October 21, 2019 <br />Staff Report <br />Agenda Section:File Number:19-538 PUBLIC HEARINGS <br />Agenda Number:5.A. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Andrew Mogensen <br />Planning Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a Proposed Zoning Amendment, Planned Development, Site <br />Plan Review, and Tentative Map 8422; Rezone from CC Commercial Community <br />and RS Residential Single-Family to CC(PD) and RS(PD) Planned Development <br />Overlay District to construct a 20-unit, three-story townhome condominium <br />development on a 0.97 acre site at 311 MacArthur Boulevard (PLN17-0034); <br />Alameda County Assessor’s Parcel Numbers 76-311-30-1, 76-311-1-3, <br />76-311-3, 76-311-4, 76-311-5; David Langon (applicant); 311 MacArthur <br />Boulevard LLC (property owner). <br />SUMMARY AND RECOMMENDATIONS <br />The applicant proposes to develop a 20-unit, three-story residential townhome Planned <br />Development on a 0.97 acre site on the west side of MacArthur Boulevard and the east side of <br />Herma Court in the Broadmoor neighborhood. Each unit will have an attached two-car garage <br />and the development will include five guest parking spaces and three on-site affordable housing <br />units per the Inclusionary Housing Requirement Zoning Code §6-3006. <br />The proposed residential development complies with the General Plan and provides needed new <br />housing supply to help the City meet its Regional Housing Needs Allocation (RHNA) goals. Staff <br />believes that, with the recommended Conditions of Approval, the proposed project will be <br />compatible with its adjacent surroundings and neighborhood. <br />The Planning Commission and staff recommend the City Council approve the 311 MacArthur <br />Boulevard project (PLN17-0034) by taking action as follows: <br />1. Adopt an Ordinance rezoning the subject property, 311 MacArthur Boulevard, from CC <br />Commercial Community and RS Residential Single-Family to CC(PD) Community <br />Commercial and RS(PD) Residential Single-Family, Planned Development Overlay. <br />2.
