The Controller shall draw warrants to pay <br />demands against the Authority when the demands have been duly authorized by the <br />Commission and approved by the Manager. The Commission may designate the same <br />person to serve as Treasurer and Controller. There shall be strict accountability of all <br />Authority funds and report of all receipts and disbursements and compliance with Article <br />1, Chapter 5, Division 7, Title 1 of the California Government Code (Sections 6500 et <br />seq). The Controller shall either make or arrange for a contract with a certified public <br />accountant or public accountant to make an annual audit of the accounts and records of <br />the Authority. In each case the minimum requirements of the audit shall be those <br />prescribed by the State Controller for special districts under Section 26909 of the <br />California Government Code and shall conform to generally accepted auditing <br />standards. The records and accounts of the Authority shall be audited annually, and a <br />report thereof shall be filed as a public record with the Commission, each Agency, and <br />the Alameda County Auditor not later than six months following the end of the Fiscal <br />Year under examination unless said filing date is extended by the Commission. Any <br />costs of the audit, including contracts with or employment of a certified public <br />accountant, shall be borne by the Authority. <br />(j) Access to Property <br />The Treasurer and Manager are hereby designated as the persons who have <br />charge of, handle, and have access to the property of the Authority. Each such person <br />shall file with the Authority an official bond in an amount to be fixed by the Commission. <br />Cost of said bond shall be paid by the Authority. <br />(k) Officers, Employees and Agents <br />Any officer, employee, or agent of the Authority may also be an officer, <br />employee, or agent of any Agency. The appointment or employment by the Commission <br />of such a person shall constitute a determination that the two positions are compatible. <br />All privileges and immunities from liability, all exemptions from laws, ordinances <br />and rules, and all pension, relief, disability, worker's compensation, and other benefits <br />which apply to the activities of officers, agents, or employees of an Agency when <br />100
