City of San Leandro <br />311 MacArthur Boulevard Residential Project <br /> <br />88 <br />impacts that were not previously discussed in the General Plan EIR; or 4) are now determined to <br />have a more severe impact than discussed in the General Plan EIR due to substantial new <br />information. <br />Project-Specific Impacts <br />a. Would the project require or result in the relocation or construction of new or expanded water, <br />wastewater treatment or storm water drainage, electric power, natural gas, or <br />telecommunications facilities, the construction or relocation of which could cause significant <br />environmental effects? <br />b. Would the project have sufficient water supplies available to serve the project and reasonably <br />foreseeable future development during normal, dry and multiple dry years? <br />c. Would the project result in a determination by the wastewater treatment provider which serves <br />or may serve the project that it has adequate capacity to serve the project’s projected demand <br />in addition to the provider’s existing commitments? <br />Water <br />As described in Section 14, Population and Housing, the proposed project would result in <br />approximately 57 new residents (California Department of Finance 2018) at the project site. Using <br />water use rates from the General Plan EIR, project residents would use approximately 5,200 gallons <br />per day (City of San Leandro 2016b). Because the project is within the density projections in the <br />General Plan EIR, the project would not result in unanticipated demand on the water supply; <br />therefore, impacts resulting from increased water demand would be consistent with the conclusions <br />provided in the General Plan EIR. The project would have no impacts beyond those analyzed <br />previously. <br />Regarding stormwater runoff, the proposed project would include three bio-retention basins that <br />would reduce off-site runoff and increase infiltration on the site. This would result in an <br />improvement over current conditions, where no detention basins hold runoff from the project site <br />and a slightly greater amount of impervious surfaces exist. No impacts beyond those analyzed in the <br />General Plan EIR would occur because of the project. <br />Wastewater <br />Using wastewater generation estimation methodology from the General Plan EIR, project residents <br />would generate approximately 4,700 gallons of wastewater per day. Because the project is within <br />the density projections in the General Plan EIR, the project would not result in unanticipated <br />demand on wastewater conveyance and treatment facilities; therefore, impacts resulting from <br />increased wastewater generation on conveyance and treatment facilities would be consistent with <br />the conclusions provided in the General Plan EIR. The project would have no impacts beyond those <br />analyzed previously. <br />Electricity, Natural Gas, Telecommunications <br />The proposed project would comply with state and local energy efficiency standards and guidelines, <br />consistent with the General Plan EIR. Along with compliance with 2035 General Plan policies <br />regarding energy use, potential impacts would be less than significant. No impacts beyond those <br />analyzed in the General Plan EIR would occur because of the project.
