Environmental Checklist <br /> <br /> <br />General Plan Consistency Checklist 13 <br />Environmental Checklist <br />Pursuant to CEQA Guidelines Section 15183, CEQA mandates that projects consistent with the <br />development density established by existing zoning, community plan, or general plan policies for <br />which an EIR was certified may not require additional review unless there may be project-specific <br />effects that are peculiar to the project or site, which were not adequately addressed in the EIR for <br />the 2035 General Plan. In approving a project meeting the requirements of CEQA Guidelines Section <br />15183, a public agency must limit its examination of environmental effects to those the agency <br />determines in an Initial Study or other analysis: <br /> Are peculiar to the project or the parcel on which the project would be located <br /> Were not analyzed as significant effects in a prior EIR on the zoning action, general plan, or <br />community plan, with which the project is consistent <br /> Are potentially significant off-site impacts and cumulative impacts which were not discussed in <br />the prior EIR prepared for the general plan, community plan or zoning action <br /> Are previously identified significant effects which, as a result of substantial new information <br />which was not known at the time the EIR was certified, are determined to have a more severe <br />adverse impact than discussed in the prior EIR <br />The purpose of this checklist is to assess consistency between the proposed project and 2035 <br />General Plan, and to compare the proposed project with the effects above to determine if <br />additional environmental review is required under CEQA in accordance with CEQA Guidelines <br />Section 15183. <br />Relationship of the Proposed Project to Previous EIR <br />Analysis <br />The project site is included in the NASP area, last updated in 1991, which provides a long-range <br />vision to revitalize commercial areas along major roadways, including MacArthur Boulevard. <br />The City of San Leandro adopted the current 2035 General Plan on September 19, 2016 to update <br />the 2015 General Plan. It includes goals and polices that convey the City’s long-term vision and <br />guide local decision-making to reach that vision. The General Plan EIR was certified in 2016 and <br />assessed impacts from the implementation of the 2035 General Plan. <br />Project Consistency with Adopted City Plans and Ordinances <br />City of San Leandro 2035 General Plan <br />The project would be located in San Leandro. The 2035 General Plan is the fundamental document <br />governing land use development and includes goals and policies relating to land use, transportation, <br />economic development, open space, conservation, parks, hazards, historic preservation, community <br />design, community services, and housing. The project would be required to abide by all applicable <br />goals and policies in the adopted General Plan. The General Plan land use designation for most of <br />the project site is Corridor Mixed Use, with a portion of one parcel designated as Low Density
