Result in a potentially significant <br />environmental impact due to wasteful, <br />inefficient, or unnecessary consumption <br />of energy resources, during project <br />construction or operation? □ ■ □ ■ <br />b. Conflict with or obstruct a state or local <br />plan for renewable energy or energy <br />efficiency? □ □ ■ ■ <br />Analysis in the General Plan EIR <br />Impacts to energy were analyzed on pages 4.14-73 through 4.14-81 of the General Plan EIR. Impacts <br />were determined to be less than significant with no mitigation measures required (City of San <br />Leandro 2016b). <br />The following describes the analysis included in the General Plan EIR and provides a streamlined <br />review to determine whether there would be project-specific impacts that are either 1) peculiar to <br />the project or the parcel on which the project is located; 2) were not previously analyzed in the <br />General Plan EIR as significant effects; 3) are potentially significant off-site impacts and cumulative <br />impacts that were not previously discussed in the General Plan EIR; or 4) are now determined to <br />have a more severe impact than discussed in the General Plan EIR due to substantial new <br />information. <br />Project-Specific Impacts <br />a. Would the project result in a potentially significant environmental impact due to wasteful, <br />inefficient, or unnecessary consumption of energy resources, during project construction or <br />operation? <br />Construction <br />Project construction would result in short-term consumption of energy from the use of construction <br />equipment and processes. Energy use during construction would be primarily from fuel <br />consumption to operate heavy equipment, light-duty vehicles, machinery, and generators. <br />Temporary grid power may also be provided to construction trailers or electric construction <br />equipment. Project demolition and construction would require approximately 999 gallons of <br />gasoline and 13,940 gallons of diesel fuel (Appendix D).
