Environmental Checklist <br />Energy <br /> <br />General Plan Consistency Checklist 39 <br />environmental effects due to the wasteful, inefficient, or unnecessary consumption of energy. <br />Impacts would be less than significant. <br />The proposed project would be required to comply with state and local energy efficiency standards <br />and guidelines, consistent with the General Plan EIR. Along with compliance with 2035 General Plan <br />policies regarding energy use, potential impacts would be less than significant. No impacts beyond <br />those analyzed in the General Plan EIR would occur because of the project. <br />LESS THAN SIGNIFICANT OR LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED <br />b. Would the project conflict with or obstruct a state or local plan for renewable energy or energy <br />efficiency? <br />Table 7 summarizes the project’s consistency with the goals and policies of the San Leandro General <br />Plan related to energy consumption. As discussed therein, the project would be consistent with the <br />applicable goals and policies related to renewable energy and energy efficiency and would not <br />conflict with or obstruct state or local plans for renewable energy and energy efficiency. Therefore, <br />no impact would occur. <br />Table 7 Consistency with San Leandro General Plan Energy-Related Goals and Policies <br />San Leandro General Plan Goal/Policy Discussion <br />Policy OSC-8.1: Conservation and Energy <br />Efficiency. Strongly advocate for increased <br />energy conservation by San Leandro residents <br />and businesses, and ensure that the City itself is <br />a conservation role model. <br />Consistent. The project would include bicycle parking spaces, <br />installation of energy-efficient LED lighting, and space for recycling <br />and composting bins to each townhome. <br />Policy CD-7.7: Lighting. Encourage street and <br />parking lot lighting that creates a sense of <br />security, complements building and landscape <br />design, is energy-efficient, considers night sky <br />visibility impacts (e.g., “dark skies”), and avoids <br />conflicts with nearby residential uses. <br />Consistent. The project would include the installation of energy- <br />efficient LED outdoor security lighting. <br />Source: City of San Leandro 2016a <br />NO IMPACT <br />Conclusion <br />The project would be consistent with the General Plan EIR for the project site. Compliance with <br />applicable 2035 General Plan policies and the CALGreen would ensure the project would result in <br />less than significant energy impacts. The project would have no new or substantially more severe <br />impacts from energy use, nor would there be any potentially significant off-site impacts, cumulative <br />impacts, or previously identified significant effects not discussed in the General Plan EIR. No <br />previously identified significant effects were determined to have a more severe adverse impact than <br />those discussed in the General Plan EIR.
