Vice Mayor Lopez is concerned about escalating traffic congestion if <br />access to <br />Oyster Bay park is routed through the residential area as compared to the <br />original land use proposal. Mayor Cutter indicated that Marina Boulevard is off <br />the table and suggested Davis Street would be a better alternative route if <br />considered. <br />b. Vice Mayor Lopez indicated that bicycle access to Oyster Bay has been <br />challenging through the Davis Street gate closure and would like to suggest <br />expanding or improving the roadway infrastructure and review alternative <br />solutions to lessen traffic congestion (multi-modal solution). She suggested East <br />Bay Regional Park host another community meeting to continue the dialog <br />with residents. <br />c. Councilmember Cox would like East Bay Regional District to reconsider <br />looking at Polvorosa Avenue and encourage having a police officer to help <br />direct traffic for large venue events. <br />d. Mayor Cutter suggested providing traffic control along Williams Street for <br />every intersecting street from Doolittle Drive to Neptune Drive and investigating <br />other corridors for large events. Town Hall Meeting should be held that will <br />review transportation routes, other options on how to get people to the park. <br />EBRPD should host the Town Hall at multiple time opportunities to provide <br />project information for residents and to allow more input from homeowners <br />and businesses <br />3.B.19-598 Staff Report for Amendments to the East Bay Dischargers Authority Joint <br />Exercise of Powers Agreement <br />EBDA_Third_Amended_JPA_02-15-07 <br />EBDA JPA Fourth Amendment Term Ending June 30 2020 <br />Final EBDA JPA Fifth Amendment Term Ending June 30 2040 <br />EBDA System Map and Description <br />Attachments: <br />a. Mayor Cutter would like a map included in the presentation to provide a <br />broader view on the EBDA system. <br />b. Committee will provide recommendations to Council. <br />3.C.19-587 Staff Update on Project Development Projects <br />a. Vice Mayor Lopez asked for clarification on which specific streets are <br />scheduled for pavement work. Councilmember Cox would like staff to alert <br />business owners of scheduled pavement /driveway work that may impact <br />parking in commercial areas. Vice Mayor Lopez suggests “forgiving” parking <br />meter citations for business employees and would like the Committee to look <br />at parking options available to help businesses during construction. <br />b. Vice Mayor Lopez would like a timeline prepared or email template/script <br />to help her or our community relations staff provide consistent information <br />about street rehabilitation projects to residents. <br />c.
