File Number: 20-001 <br />waste tires from California landfills. <br />Each year work is performed in one of the City’s four maintenance areas. This year streets within <br />the western maintenance quadrant of San Leandro were evaluated for work. Priority was given to <br />streets with the lowest pavement condition index that had not deteriorated to the point that <br />replacement was required. Those projects are done through the Annual Streets Overlay program <br />(roughly $10 million in Fiscal Year 2018-19). The project installed approximately 9.0 lane miles of <br />slurry seal and approximately 10.25 lane miles of cape seal. <br />The successful completion of this project extended the useful life of 42 street segments. <br />Additionally, under a separate construction contract, eighty-one curb ramps, within the street <br />sealing work areas, were upgraded to comply with current Americans with Disabilities Act (ADA) <br />standards. <br />Analysis <br />Construction is complete. The work was inspected and found in compliance with the contract <br />documents and City standards. <br />The Contractor was unable to achieve the stated goals of the Community Workforce Agreement <br />(CWA). The contractor requested workers from local Union Halls but with sparse results, <br />attracting 2% of the workforce from San Leandro and 5% from within Alameda County. While the <br />contractor could not meet the CWA goals, the contractor provided sufficient documented <br />evidence of good faith efforts. <br />Current Agency Policies <br />·Maintain and enhance San Leandro’s infrastructure. <br />Previous Actions <br />·On July 1, 2019, by Resolution No. 2019-113, the City Council awarded a contract for <br />construction of the work to American Pavement Systems, Inc. for the Annual Street Sealing <br />2018-19 Project in the amount of $1,720,000 <br />Applicable General Plan Policies <br />·Transportation Goal T-2 Design and operate streets to be safe, attractive, and <br />accessible for all transportation users whether they are pedestrians, bicyclists, transit <br />riders or motorists, regardless of age or ability. <br />·Transportation Goal T-3 Promote and accommodate alternative, environmentally-friendly <br />methods of transportation, such as walking and bicycling. <br />·Transportation Goal T-5 Improve major transportation arteries for circulation in and <br />around the City. <br />Environmental Review <br />Page 2 City of San Leandro Printed on 1/28/2020 <br />20
