City of San Leandro <br />Meeting Date: February 18, 2020 <br />Staff Report <br />Agenda Section:File Number:20-039 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:James O'Leary <br />Finance Department <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve <br />Budget Amendments to the City of San Leandro Budget for Fiscal Year 2019-20 <br />General Fund, Special Revenue Fund, Capital Improvement Projects Fund, and <br />Enterprise Fund <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council review and approve the 2019-20 Budget Amendments for <br />the General Fund, Special Revenue Fund, Capital Improvement Projects Fund, and Enterprise <br />Fund - Environmental Services. <br />BACKGROUND <br />The City Council approves annual budgets based on the best revenue and expenditure <br />information available at the time of adoption. Budget amendments are periodically necessary for <br />changes that arise after the budget is adopted or when additional budget appropriations or <br />re-appropriations between funds or budget line items is necessary. The City Council adopted the <br />2019-20 budget on June 3, 2019 and has adjusted other budget appropriations since that time. <br />DISCUSSION <br />Attachments 1 and 2 of this staff report include the Summary and the Detail of budget adjustments <br />proposed by departments and fund appropriations over the first seven months of the current fiscal <br />year requiring City Council approval in accordance with budget policies. The Summary includes <br />information regarding funding sources, revenue and expenditure adjustments, fund transfers, and <br />net changes in fund balance. The Detail report includes similar information but provides a more <br />detailed description of the purpose of the adjustments. <br />The following are highlights of the proposed budget amendments, by City Department: <br />·Police Department - Recognize receipt of a $1,000 donation for local youth programs and <br />Page 1 City of San Leandro Printed on 2/12/2020 <br />77
