SAN LEANDRO SHORELINE DEVELOPMENT EIR ADDENDUM PROJECT <br />CITY OF SAN LEANDRO <br />2.3 STATEMENT OF OBJECTIVES <br />The objective of this environmental review process is to demonstrate whether the changes to the Original <br />Project, as described below, represent "major revisions" as described in CEQA Section 21166 that would <br />require preparation of a supplemental EIR or Initial Study/Mitigated Negative Declaration (IS/MND). CEQA <br />Guidelines Section 15162 state that no subsequent EIR shall be prepared unless the lead agency <br />determines that either substantial changes to the project, changes in circumstances of the project, or <br />new information about the project, are revealed. If the analysis identifies the potential for a new <br />environmental impact, this would be considered new information and would require preparation of a <br />supplemental EIR or IS/MND. <br />2.4 PROJECT CHARACTERISTICS <br />Pursuant to the CEQA Guidelines Section 15378(a), the Modified Project is considered a "project" subject <br />to environmental review as its implementation is "an activity directly undertaken by any public agency <br />including but not limited to public works construction and related activities clearing or grading of land, <br />improvements to existing public structures, enactment and amendment of zoning ordinances, and the <br />adoption and amendment of local General Plans or elements thereof pursuant to Government Code <br />Sections 65100-65700." This EIR Addendum compares the construction and operation of the Modified <br />Project with the Original Project described in the Certified EIR, completed in 2015, described in detail in <br />each section of Chapter 3.0, Environmental Analysis. <br />2.4.1 PROJECT BACKGROUND <br />This section describes the Project background and the Modified Project. <br />2.4.1.1 EXISTING SITE <br />The Project site for the Modified Project includes a total of 75 acres of the Shoreline Recreational Area. <br />The site is generally located along both sides of Monarch Bay Drive between Marina Boulevard and <br />Fairway Drive, with development centered primarily along Monarch Bay Drive. This site consists of two <br />peninsulas, Mulford Point to the north and Pescador Point to the south, that encircle the boat harbor and <br />include existing commercial and recreational facilities. The Project site also includes portions of the <br />existing 9 -hole Marina Golf Course and an existing 2,000 square -foot public library building with a related <br />parking lot. There are approximately 1,450 existing parking lot spaces throughout the Project site. <br />The Shoreline Recreational Area includes three existing commercial enterprises and one partially <br />demolished restaurant/banquet facility. These include the 131 -room Marina Inn, opened in 1985; <br />Horatio's Restaurant, completed in 1978; and an EI Torito Restaurant, which originally opened as part of <br />January 2020 Page 13 <br />
