IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2020-021 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO <br />AMEND TITLE 5, CHAPTER 6 OF THE SAN LEANDRO ADMINISTRATIVE CODE, <br />AMENDING THE CANNABIS PRODUCT MANUFACTURING PILOT PROGRAM <br />WHEREAS, California's Medical Cannabis Regulation and Safety Act establishes a <br />comprehensive state licensing system for the commercial cultivation, manufacture, retail sale, <br />testing, and distribution of cannabis and cannabis products; and <br />WHEREAS, it is in the interest of the City of San Leandro to ensure that Cannabis <br />Product Manufacturing is responsibly established and compatible with other land uses in the <br />City; and <br />WHEREAS, on June 19, 2017, the City Council of the City of San Leandro adopted <br />Ordinance 2017-014, enabling and regulating cannabis product manufacturing as a conditionally <br />permitted use in conjunction with State licensing requirements; and <br />WHEREAS, the pilot program established in 2017 under Ordinance 2017-014 included <br />procedures for processing and reviewing up to five Conditional Use Permit applications for <br />Cannabis Product Manufacturing with application processing procedures further defined in the <br />San Leandro Administrative Code under Resolution 2017-082; and <br />WHERAS, on November 12, 2019, the City Council directed Staff to revisit and <br />eliminate the cap on the number of conditional use permits that could be issued for cannabis <br />product manufacturing; and <br />WHEREAS, the City Council of the City of San Leandro by the action hereto determines <br />that it is appropriate to discontinue the pilot program limitation on the number of Conditional <br />Use Permits for Cannabis Product Manufacturing; and <br />WHEREAS, the Amended Title 5, Chapter 6 to the San Leandro Administrative Code is <br />set forth in the attached Exhibit A, incorporated herein by reference. <br />NOW, THEREFORE, the City Council of the City of San Leandro does hereby <br />RESOLVE that: <br />The above recitals are true and correct and made a part of this resolution. <br />2. That the amendment to Title 5, Chapter 6, to the San Leandro Administrative <br />Code, as set forth in the attached Exhibit A, is hereby approved and authorized. <br />
