<br /> 43 <br />Recycling Facility. A center for the collection and/or processing of recyclable materials, <br />and includes facilities for the drop-off, buyback, deposit, or return for redemption, of recy- <br />clable material. Recyclable material is reusable material including, but not limited to, alumi- <br />num, glass, plastic and paper which is intended for remanufacture or reconstitution for the <br />purpose of using the altered form. A recycling facility consists of a reverse vending machine, <br />collection facility, or processing facility. as defined in Section 4.04.232 Recycling Facilities. <br />A recycling collection facility may also consist of a facility for the collection of reusable <br />household goods or clothes by a charitable organization. Also see Section 4.04.232 Recy- <br />cling Facilities. <br /> <br />Recyclable Materials. Residential, commercial and industrial materials or by-products, <br />which are set aside, handled, packaged or offered for collection separate from garbage for <br />the purpose of being processed and then returned to the economic mainstream in the form <br />of commodities or products. <br /> <br />Regional Mall. A regional mall is defined as a complex of retail uses and related activity <br />having a total gross leasable floor area of at least 700,000 square feet, plus associated <br />parking and enclosed common space accessible to the public; having a wide range of retail <br />uses including at least two department stores; and selling or providing a wide range of re- <br />lated goods and services such as restaurants or food courts, banks or financial services, <br />entertainment or recreation facilities, child care services, and the like. <br /> <br />Regularly Features. The term “regularly features” with respect to an adult theater or adult <br />cabaret means a regular and substantial course of conduct. The fact that live performances <br />which are distinguished or characterized by an emphasis upon the display of specified an- <br />atomical areas or specified sexual activities occurs on two or more occasions within a 30 <br />day period; three or more occasions within a 60 day period; or four or more occasions within <br />a 180 day period, shall to the extent permitted by law be deemed to be a regular and sub- <br />stantial course of conduct. <br /> <br />Residential Congregate Care Facilities. Use of a residence for the purpose of providing, <br />for a fee, adult day care and/or 24 hour-a-day, non-medical residential living accommoda- <br />tions, day treatment, or foster agency services for seven or more individuals, and where the <br />duration of stay is determined, in whole or in part, by the individual residents’ participation <br />in group or individual activities, such as counseling, recovery planning, and medical or ther- <br />apeutic assistance. This classification includes facilities licensed by the State of California. <br /> <br />Residential Congregate Care Facilities, Limited. Use of a residence for the purpose of <br />providing, for a fee, adult day care and/or 24 hour-a-day, non-medical residential living ac- <br />commodations, day treatment, or foster agency services for up to six individuals, and where <br />the duration of stay is determined, in whole or in part, by the individual residents’ participa- <br />tion in group or individual activities, such as counseling, recovery planning, and medical or <br />therapeutic assistance.
