Social Services Facility. A use that is operated by an organization that provides a variety <br />of free services or goods to the community on a drop-in basis. Uses usually consist of "walk- <br />in" clientele that utilize the facilities on a limited basis during a 24-hour period. <br />Specific Plan. A plan for a defined area that is consistent with the General Plan and with <br />the provisions of the California Government Code pertaining to Specific Plans (Section <br />65450 et seq.). <br />Specified Anatomical Areas. As used herein, specified anatomical areas shall mean and <br />include the following: <br />A. Less than completely and opaquely covered human: (1) genitals or pubic region; (2) <br />buttocks; and (3) female breasts below a point immediately above the top of the areola; <br />B. Human male genitals in a discernibly turgid state, even if completely and opaquely cov- <br />ered; and <br />C. Any device, costume, or covering that simulates any of the body parts included in Sub- <br />section A or B above. <br />Specified Sexual Activities. As used herein, "specified sexual activities" shall mean and <br />include any of the following, whether performed directly or indirectly through clothing or <br />other covering: <br />A. The fondling or other erotic touching of human genitals, pubic region, buttocks, anus, <br />or female breast; <br />B. Sex acts, actual or simulated, including intercourse, oral copulation, or sodomy; <br />C. Masturbation, actual or simulated; and <br />D. Excretory functions as part of or in connection with any of the other activities described <br />in Subsections A through C of this definition. <br />Stadia and Sports Arenas. Outdoor or enclosed areas devoted to commercial spectator <br />sports or entertainment. <br />Stock Cooperative. A dwelling unit as defined in Section 11003.2 of the Business and <br />Professions Code of the State of California or successor section. <br />Story. That portion of a building included between the upper surface of any floor and the <br />upper surface of the floor next above it. If there is no floor above the uppermost floor, the <br />space between such floor and the ceiling next above it shall be considered a story. If the <br />finished floor level directly above a usable or unused floor space is more than six feet above <br />grade (for more than 50 percent of the perimeter, or is more than 12 feet above grade at <br />any point, such usable or unused under -floor space) shall be considered a story. <br />Page 48 of 459 <br />City Council Hearing March 2, 2020 <br />
