No temporary or unauthorized signs including but not limited to advertising, a -frame <br />signs, flags, banners, balloons, streamers and pennants shall be placed on the <br />property or on the building, unless approved by the City under a Special Event <br />Permit. <br />M. There shall be no loitering permitted on the site and the site shall be posted to permit <br />enforcement of the City ordinance prohibiting loitering by the City of San Leandro <br />Police Department. <br />N. Outdoor storage of equipment, materials, or merchandise outside the building shall <br />be prohibited or fully screened behind a solid enclosure per Zoning Code Section 4- <br />1662. <br />O. All uses and activities shall comply with the provisions of the San Leandro Noise <br />Regulations (Title IV, Chapter 4-1 of the Municipal Code). <br />P. The property shall fully comply with San Leandro Noise Regulations (Title IV, <br />Chapter 4-1 of the Municipal Code). Delivery vehicles with back up beepers shall <br />be prohibited or utilize a non -audible alternative between the hours of 10:00 p.m. <br />and 7:00 a.m. The City may impose additional conditions to address noise issues <br />during nighttime hours should conditions necessitate. <br />Q. Parking lot lighting shall comply with Article 17 of the Zoning Code. All outdoor <br />lighting shall be directed below the horizontal plane and fully shielded. Lighting <br />shall be focused and oriented within the subject property. <br />R. All exterior/roof-top mechanical equipment shall be screened from view so as not <br />to be visible from the street to the satisfaction of the Zoning Enforcement Official <br />or Community Development Director. <br />S. Any outstanding Planning Services deposit fees or balance shall be paid prior to <br />issuance of a building permit. <br />T. Prior to issuance of Building Permit, the approvals granted by the City as a result <br />of this application, as well as the Conditions of Approval, shall be recorded in the <br />Office of the County Recorder of Alameda County. <br />U. Pursuant to Zoning Code Section 5-2516, this approval shall lapse on January <br />14, 2021, unless a) a grading permit or building permit has been issued, coupled <br />with diligent progress evidencing a good faith intent to commence the intended <br />use, or b) an occupancy permit has been issued; or c) a written request for a one- <br />year extension of the Site Plan Review is approved by the Zoning Enforcement <br />Official if no substantive change has occurred in conditions or circumstances. <br />Agreement to Conditions January 14, 2020 <br />PLN 19-0050 Page 12 of 12 <br />
