Fees: <br />must be properly licensed, have a valid Business License, and submit proof of <br />insurance. Applicable fees/deposits must be paid. <br />L. A Grading Permit will be necessary for the project. The requirements for said <br />permit are indicated in San Leandro Municipal Code §7-12. The permit will be <br />issued prior to or concurrent with the Building Permit. The San Leandro <br />Municipal code can be found at <br />http://www.sanleandro.org/about/municipal_code.asp. The geotechnical engineer <br />of record shall certify that the design of site improvements conforms to <br />recommendations from the Geotechnical Investigation. <br />M. The City's traffic impact fee program is called "Development Fee for Street <br />Improvements" (DFSI). According to the adopted 2019-20 Fee Schedule, the rate <br />for General Retail is $4.50 per gross building square foot with an equivalent credit <br />offered for the prior use. Assuming 3,062 of new proposed building square <br />footage and 996 SF of existing (from tax assessor records), the net square footage <br />will be 2,066. Thus, the DFSI fee will be $9,297.00, which is due prior to <br />issuance of the Building Permit. This fee is subject to change each fiscal year. . <br />N. Both Williams Street and San Leandro Boulevard are in the City's adopted <br />Underground Utility District Master Plan. As such, an in lieu fee is required in the <br />amount of $109,936.57, which is calculated at $396.20 per linear foot frontage. <br />This undergrounding overhead utility conversion fee is due at the time of Building <br />Permit issuance. This fee is subject to change at the beginning of each fiscal year. <br />IV. ENVIRONMENTAL SERVICES REQUIREMENTS <br />A. Submitted plans indicate handling of hazardous materials. The handling, which <br />includes storage, of hazardous materials in quantities equal to or greater than 55 <br />gallons, 200 cubic feet or 500 pounds requires submittal of a Hazardous Materials <br />Business Plan (HMBP). HMBP submittal shall be completed via the California <br />Environmental Reporting System (CERS) online database at <br />http://cers.calepa.ca.gov/. An HMBP shall be submitted prior to placement of <br />registerable material onsite. The plan is subject to the review and approval of <br />Environmental Services. Per Government Code Section 65850.2, the City shall <br />not issue a final certificate of occupancy or its equivalent until HMBP <br />requirements are met. Information on the HMBP program is available on the <br />City's website at hLtps://www.sanleandro.org/depts/pw/env/envhazmat.asp. <br />B. Discharge of anything other than rainwater to the stormwater collection system, <br />which includes area drains, sidewalks, parking areas, street curb and gutter, is <br />prohibited. <br />C. The elimination of outdoor exposure of materials, processes, or equipment to the <br />maximum extent practicable is necessary to prevent contamination of rainwater. <br />Exposures that cannot be eliminated require use of Best Management Practices <br />(BMPs), both engineered and administrative, to prevent any exposure from <br />impacting rainwater runoff. <br />Agreement to Conditions January 14, 2020 <br />PLN19-0050 Page 6 of 12 <br />
