City of San Leandro <br />Meeting Date: June 15, 2020 <br />Resolution - Council <br />Agenda Section:File Number:20-221 PUBLIC HEARINGS <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Tom Liao <br />Community Development Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council Approving Amendments <br />to the U.S. Department of Housing and Urban Development (HUD) FY <br />2015-2020 5-Year Consolidated Plan, FY 2019-2020 Annual Action Plan and the <br />Citizen Participation Plan; Authorizing the City Manager to Execute All <br />Documents Related to the Submission of the Amended Plans to HUD; and <br />Authorize the City Manager to Execute all Related Grant Documents identified in <br />the FY 2019-2020 Annual Action Plan. <br />WHEREAS, the Federal Government has made Community Development Block Grant <br />(CDBG) funding available to local communities to meet local community development objectives; <br />and <br />WHEREAS, the City Council approved the FY 2015-2020 5-Year Consolidated Plan on <br />May 15,2015; and <br />WHEREAS, the City Council approved the FY 2019-2020 Annual Action Plan on May 6, <br />2019; and <br />WHEREAS, the City Council approved the Citizen Participation Plan on July 6, 2004; and <br />WHEREAS, the Five-Year Consolidated Plans and the Annual Action Plans may be <br />amended, and the substantial amendments to the Plans are subject to the citizen participation <br />process in accordance with the City’s HUD-approved Citizen Participation Plan (CPP); and <br />WHEREAS, after the federal government passed The Coronavirus Aid, Relief, and <br />Economic Security (CARES) Act and allocated funding to the Community Development Block <br />Grant (CDBG) program for activities to support infectious disease response. specifically for <br />COVID- 19, the U. S. Department of Housing and Urban Development (HUD) issued guidance <br />regarding eligible activities for the Community Development Block Grant Coronavirus ( <br />CDBG-CV)funds; and <br />WHEREAS, to access the $451,972 in CDBG- CV funding allocated to the City of San <br />Leandro, the City must amend its FY 2015- 2020 Five-Year Consolidated Plan, FY 2019- 2020 <br />Annual Action Plan, and Citizen Participation Plan to identify the proposed activities for the <br />Page 1 City of San Leandro Printed on 6/10/2020 <br />94
