Improving the quality <br />of life in the neighborhoods is also a top priority for the City. There is significant <br />need for and support for public-serving facilities owned and operated by non-profit <br />agencies including child care and child development centers, youth centers, <br />domestic violence shelters, homeless shelters, and facilities and housing that serve <br />the special needs population. <br /> <br />287
