The City has <br />primarily used available HOME funds for transitional or permanent supportive <br />housing projects that will serve residents with special needs. However, due to the <br />consistently declining funding level for the HOME program, the City is unable to <br />prioritize supportive housing needs hence the low priority level. <br /> <br />288
