In addition, the City anticipates <br />receiving approximately $141,964 in new HOME funds available for general administration and <br />affordable housing projects as part of the Alameda County HOME Consortium. <br />2. Summary of the objectives and outcomes identified in the Plan Needs Assessment <br />Overview <br />A tangential effort in this five year Consolidated Plan Substantial Amendment is to further define <br />priorities that are currently identified generically as "Community Development Needs Goals" in the <br />2015-2020 plan documents. Those changes are noted in parenthesis below. The following bullet points <br />summarize updates and/or new Priority Needs and Goals for COVID-19 response: <br />• Augmenting Homeless Assistance and Prevention Services <br />• Producing and Preserving Affordable Housing Opportunities <br />• Providing Enhanced Public Services ("Community Development Needs Goals" in 2015-2020 <br />Consolidated Plan) <br />• Improving Public Facilities and Infrastructure ("Community Development Needs Goals" in 2015- <br />2020 Consolidated Plan) <br />• Increasing Economic Development Opportunities ("Community Development Needs Goals" in <br />2015-2020 Consolidated Plan) <br />The City's Five -Year Consolidated Plan is divided into four (4) Priority Needs: Affordable Housing, <br />Homelessness, Supportive Housing, and Community Development Needs. Community Development <br />Needs include public services, public facilities improvements, and economic development. The <br />following section provides a brief overview of the proposed needs, objectives and activities in the <br />Consolidated Plan. <br />Affordable Housing Needs <br />In the Five -Year Plan, the City proposes to take several actions to address the need for affordable <br />housing in the City. The City will continue allocating CDBG funds primarily to provide fair housing <br />services and preserve affordable housing, primarily through the City's Single -Family Housing <br />Rehabilitation Grant Program.
