DocuSign Envelope ID: 327D2FAD-AC66-44F3-941A-4F9F8BF98F85 <br />*114:11.311_1 <br />SCOPE OF SERVICES <br />Introduction <br />City of San Leandro owns two properties located 901 and 999 E. 14th Street, respectively known as the <br />Public Safety Building (Police Building) and the South Offices Building. The South Offices Building is <br />currently undergoing tenant improvements as part of the Police Building and South Office Modifications <br />Project. Work at the Public Safety Building will start once work at the South Offices is completed. <br />Scope of Work <br />Consultant shall provide commissioning services for the Police Building and South Office Modifications <br />Project. Consultant's scope of work shall consist of commissioning services per Title 24 and CalGreen, <br />including providing the following items and services: <br />A_) Commissioning Plan <br />Prepare a Commissioning Plan which describes the commissioning process, roles and responsibilities, <br />tentative schedules, and sample forms. <br />B) Functional Testing of Mechanical And Lighting Controls Equipment <br />Witness and document the functional testing of commissioned equipment and systems. The existing <br />equipment listed within mechanical schedules will be included with new equipment scope and testing. <br />Work shall include attending and facilitating a commissioning kick-off meeting to bring all parties together to <br />discuss the commissioning process and what is required of each participant. Consultant shall also: <br />- Attend and facilitate start-up coordination meeting between contractor teams. <br />- Review completed startup reports and pre -functional checklists to ensure that equipment is ready <br />for functional testing <br />- Review testing and balancing reports to ensure equipment is ready for functional testing and <br />capacities tested will be true to the mechanical schedules. <br />- If applicable, review BMS screenshots to ensure graphics and controls programming has been <br />completed, and control system is ready to enable functional testing. <br />- Develop and distribute pre -functional checklists and draft functional performance test procedures <br />for all equipment to be commissioned. <br />C) Final Commissioning Report <br />Consultant shall complete a Final Commissioning Report which summarizes the commissioning effort, the <br />issues that were identified and resolved, and any remaining issues that should be addressed. <br />D) System Manual <br />Prepare a Systems Manual to provide future operations staff with all the information required to understand <br />and optimally operate the commissioned systems. At a minimum, the systems manual will consist of the <br />following: <br />- Final version of the basis of design (as provided by the Design Team) <br />- MEP drawings (as provided by the Design Team) <br />Consulting Services Agreement between City of San Leandro and May 12, 2020 <br />kW Engineering for Police Bldg & So.
