March 19, 2020Disaster Council Minutes <br />a daily basis to the County. The safety of patients, staff and the community is a <br />priority. <br />Kaiser Hospital, has drive-thru testing available in San Leandro to isolate infected <br />people and protect staff. Testing is done with recommendation from a doctor, it is not <br />open to first responders at this time. The safety of patients, staff and the community is <br />a priority. <br />American Red Cross, is working to adapt to the current situation and if shelter is <br />needed, will put people in hotels first before setting up the traditional shelter to help <br />prevent the spread. Blood drives have been cancelled, they encourage people to <br />donate blood at a Red Cross facility, hoping to prevent a blood shortage. <br />Alameda County Office of Emergency Services <br />• Alameda County Fire <br />2.C. <br />Alameda County Office of Emergency Services, the Emergency Operations Center <br />(EOC) has been partially activated, using Veoci to share information with local <br />jurisdictions, including the City of San Leandro, and to send information to the State. A <br />Joint Information Center (JIC) has been set up, any PIO can access, all agencies <br />should share one message to quell any rumors before they start. National Guard has <br />not been requested by the County. Any and all testing questions shall be directed to <br />Alameda County Public Health as this is a health emergency. Daily conference calls <br />between Public Health and agencies and jurisdictions have started. <br />Alameda County Fire Department, has been preparing for this event recently, no <br />changes in call volume but an increase in concern about having COVID. Fire does not <br />have field test kits, they will continue to treat calls based on what they see. Will work <br />with the County to ensure enough supplies to stay ahead of the curve. <br />School Districts <br />• San Leandro <br />• San Lorenzo <br />2.D. <br />San Leandro Unified School District - <br />Utilizing Parent Square, the district has been able to communicate with all <br />stakeholders related to the school district, day to day and for emergency purposes. <br />Schools will tentatively be closed March 16, 2020 through April 3, 2020. Their <br />Pandemic Flu and Disease Response Plan has been implemented as well as their <br />Continuity of Operations Plan (COOP) and only have one essential employee working. <br />The School District EOC is activated. <br />A home learning program has been implemented and long term curriculum is being <br />built out if the closure is extended. Emotional support to staff and families is available <br />using a free system on the district website, Care Solace. Curbside meal delivery <br />began March 16, providing breakfast and lunch and on Fridays enough food for the <br />weekend, open from 12:00 pm to 12:45 pm daily at three sites and will be modified on <br />3/23 to go to three days a week (M, W, F), available to any child 18 or younger, proof <br />of residency is not needed, only information necessary is the number of children <br />receiving meals. Providing an average of 800 meals per day and expecting to expand. <br />All schools will be disinfected and deep cleaned on March 30. <br />Utilities2.E. <br />Page 3City of San Leandro <br />141
