3.0 ENVIRONMENTAL CHECKLIST <br />There are no intersections in San Leandro with the potential to have traffic volumes of more <br />than 44,000 vehicles per hour, nor does the city have intersections where vertical and/or <br />horizontal mixing is substantially limited and there is the potential to have traffic volumes of <br />more than 24,000 vehicles per hour. As discussed below in subsection 3.16, Transportation/ <br />Traffic, the project would generate fewer daily trips than the existing medical office <br />buildings on the project site. Therefore, the project would not increase area congestion <br />and the project would be consistent with the Alameda County Congestion Management <br />Program. Therefore, the impact from project -generated localized concentrations of <br />mobile -source CO would be less than significant. <br />Impact Conclusion <br />With implementation of mitigation measure MM AQ-2, the project would not expose <br />sensitive receptors to substantial pollutant concentrations. The impact would be less than <br />significant with mitigation incorporated. <br />e) Less Than Significant Impact. Heavy-duty construction equipment used for the <br />construction of the project would emit odors. However, construction activity would be <br />short term and finite in nature. Equipment exhaust odors would dissipate and would be <br />minimized by the implementation of mitigation measures MM AQ-1 and MM AQ-2, which <br />would reduce diesel exhaust emissions and control fugitive dust. For these reasons, <br />construction of the project would not create objectionable odors affecting a substantial <br />number of people. <br />For operational odor impacts, the project would not include any land uses which are <br />identified as an odor source in the BAAQMD (2017a) CEQA Air Quality Guidelines. <br />Therefore, the project would not create objectionable odors affecting a substantial <br />number of people, and the impact would be less than significant. <br />Mitigation Measures <br />MM AQ-1 During construction activities, the project applicant and/or its contractor shall <br />ensure that the BAAQMD's Basic Construction Mitigation Measures are <br />implemented. The City shall ensure grading plan notes include these <br />requirements prior to issuance of a grading permit and shall monitor <br />compliance during construction through site inspection(s). <br />City of San Leandro <br />November 2018 <br />• All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded <br />areas, and unpaved access roads) shall be watered two times per day. <br />• All haul trucks transporting soil, sand, or other loose material off -site shall be <br />covered. <br />• All visible mud or dirt track -out onto adjacent public roads shall be removed <br />using wet power vacuum street sweepers at least once per day. The use of <br />dry power sweeping is prohibited. <br />• All vehicle speeds on unpaved roads shall be limited to 15 miles per hour. <br />• All roadways, driveways, and sidewalks to be paved shall be completed as <br />soon as possible.
