ENVIRONMENTAL SETTING The project site is in a developed area in downtown San Leandro. Almost the entire project site is covered with impervious surfaces, including two medical office buildings and an asphalt parking lot. Ornamental landscaping and street trees are present along the frontages of Bancroft Avenue, Joaquin Avenue, and Estudillo Avenue. The site experiences human disturbance during operating hours. The site also is surrounded by developed residential, commercial, school, and medical uses. CHECKLIST DISCUSSION a) Less Than Significant Impact with Mitigation Incorporated.
