March 26, 2020Disaster Council Minutes <br /> <br />Vice Mayor Ballew thanked everyone on the call. <br />Councilmember Lopez is interested in how to bridge the digital divide. <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />3.B <br />Alameda County Office of Emergency Services is activated the Emergency Operations <br />Center at Level 2 and a Joint Information Center (JIC) has been sent up and there is <br />daily conference calls with multiple stakeholders. A non-compliance website, <br />Covid19compliance@acgov.org has been set up. The hotels in Oakland are set to <br />open this week to provide shelter for homeless who are at risk or have tested positive <br />for the corona virus. <br />Alameda County Fire Department reported a reduction in medical responses and <br />transports, PPE supplies are stockpiled and are working with Alameda County Public <br />Health to set up or support a test site. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />3.C. <br />Jeff Kay, City Manager, provided an update on the emergency moratorium on eviction <br />for residents and businesses passed by the City council, the closure of high touch <br />places in the city open spaces. The city's webpage www.Sanleandro.org/c19/ <br />continues to offer information for the public. <br />San Leandro Police Department provided an overview of the level of calls of service, <br />contingency plans for dispatch and testing of first responders, modification of patrol <br />schedule, and the number of cases within the county (164). Officers are following up <br />on non-compliance complaints. <br />Jeanette Dong, Recreation and Health Services Director, provided an update on the <br />development of a list of childcare facilities available to essential workers by First 5 <br />Alameda County. Food distribution is continuing at the Senior Community Center with <br />curbside pickup and staff is assisting other food distribution sites within the city. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />3.D. <br />San Leandro Hospital has activated its command center and looking at surge planning, <br />while working with county OES Medical Branch and has set up a special area for <br />screening. A single entry point for patients has been designated at the hospital. <br />Kaiser Hospital is planning for the surge, has a single entry point for patients and <br />providing videoconferencing for medical appointments. <br />Davis Street Family Resource Center is testing at the clinic, while continuing to <br />separate patients. Food distribution is in demand and need volunteers to assist.
