May 14, 2020Disaster Council Minutes <br />get a lot of money, but not much will be passed down, because they will be filling their <br />budget holes. Mayors will be working with them to get some pass down. At the next <br />City Council meeting, we will be taking about the budget and see where COVID has hit <br />the budget. <br />Vice Mayor Ballew shared that the City has some money available for COVID and will <br />be dispersing it quickly through a process set up by the City staff. The City Council <br />need to continue looking at the bigger picture and listening to business owners about <br />how to reopen. <br />Councilmember Lopez mentioned the CDBG funding and its strict parameters about <br />spending the money and that the County needs to share the funds being received. A <br />visit to a medical business led to need to provide PPE and educate the public about <br />wearing masks. <br />Alameda County <br />•Office of Emergency Services <br />•Alameda County Fire Department <br />•Alameda Public Health Department <br />2.B. <br />Office of Emergency Services reported that Public Health held a call with elected <br />officials and provided an updated guidance on summer camps and graduations and <br />resumption of non-elective procedures and testing priorities for any clinicians that may <br />need. More testing sites will be opening up within the next few weeks and will be <br />testing those that are asymptomatic also. The county is using five indicators to move <br />forward: Hospitalization numbers (which is flattening), testing (goal of 3100 per day), <br />contact tracing (county is gaining more staff), hospital bed and PPE availability. <br />Public health received doses of Remdesivir and County GSA and EMS are assisting <br />Long Term Care (LTC) facilities with staff. <br />The County is getting a lot of requests for PPE as businesses reopen and curbside <br />pick-up is being allowed. Businesses need to work on plans for physical distancing <br />and training staff, as well as face masks being worn. Social Services is working on <br />feeding projects, such as food banks and the Great Plates program <br />(ACGreatplates@acgov.org, (925) 803-7943), which restaurants can participate in. <br />Tesla and Sheriff’s Office met to discuss their opening. The DA has put out <br />information for law enforcement about zero bail procedures and Santa Rita has no new <br />cases. <br /> <br />Alameda County Fire Department (ACFD) reported that medical calls have increased <br />by 10%. Washington Hospital is assisting with mobile testing. Hayward’s testing site <br />was moved to CSUEB, while ACFD recruits were providing testing at LTCs, but now <br />being done by other staff. <br />San Leandro City <br />•San Leandro City Manager <br />•San Leandro Police <br />2.C. <br />City Manager Kay reported that the City is looking at the Stage 2 reopening guidance. <br />An Industrial Hygienist looking at City facilities and developing a plan to keep staff and <br />the public safe after reopening. The City is looking at relaxing ordinances to allow for <br />safe curbside pick-up, some industrial, manufacturing, and warehouse operations. <br />City is reviewing 300 applications for small business grants and also making plans to <br />allocate $450,000 in Community Development Block Grant (CBDG) special one-time <br />Page 3City of San Leandro
