October 22, 2020Disaster Council Minutes <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />City Manager Kay reported that the county is moving from red to orange tier, though the <br />county is being cautious in opening up things and that has been a logistical issue for <br />the City and businesses. As of 10/23, restaurants and religious services are allowed <br />25% indoors and city staff had that information out within minutes and the Economic <br />Development Division is doing outreach directly to businesses. The City is trying to <br />provide updated information on a consistent basis, in multiple languages, as guidance <br />changes. <br />The city pool is open on a limited basis and is using a reservation system and the <br />team did a great job on figuring out how to open it on the fly. Changes to park <br />regulations have been problematic to the City, since the county suggested that park <br />equipment needs to be sanitize daily, though we have been able to open up restrooms <br />at parks. The City has concerns about safety, though we want people to use facilities. <br />We have established learning pods in city facilities, such as city hall for the children of <br />city employees. There is a transition plan to open City Hall to the public on a limited <br />capacity, though currently some services are being provided by appointment only, while <br />others are virtual or digital and staff continue to find new ways to provide services to <br />people. The Library has a transition plan in place and will be opening in a limited <br />services in the future. The City is working to provide flu shots to the public. <br />San Leandro Police reported that the county is in the Orange tier and will be for the <br />next two of weeks. As of Monday, ~23,000 cases in the county, 433 deaths, 1.6% <br />positivity rate, 2.8% in lowest quartile Census track and 3.6 case per 100,000. All of <br />these metrics are good. The next move would be into the Yellow Tier. <br />The City missed being included in two PSPS events so far, and Catrina is on several <br />calls daily. Winds are forecasted to be up this weekend, which could lead to another <br />PSPS event. CRC at the main library is in the final stage for the permit process and <br />work should start soon to have everything in place if there is a need. <br />EOC workshop was held on 10/15. It was a 4 hour event on Zoom. There were ~60 <br />people involved, in six groups, discussing information needed to respond to an <br />emergency, issues that would be of concern for their section and they wrote SMART <br />objectives. Thanks to the planning team: DJ Cabrera from County OES, Paul <br />Sanftner, Tom Liao, Eric Engelbart, Liz Warmerdam, Theresa Mallon, Lt. Khan, and <br />CPT Torres. A special thank you to Tim McVicker, who provided great IT support in <br />the background by putting people into breakout rooms, recording the workshop and <br />doing a lot to assist with Zoom. This was done in conjunction with the FEMA National <br />Exercise Division, a free service that provided a lot of support. A Summary of <br />Conclusions will be available next month and will be used to build training for next <br />year. <br />RHS reported that there will be a warming center this year and it will comply with <br />COVID safety rules, including limiting the number of occupants to 15 and using the <br />Marina Inn as a backup. It will open the Friday after Thanksgiving, and then be open <br />every Wed night, when there is 50% chance of rain and if temperatures are 40 - 45° F. <br />All participants will need to register. <br />Page 3City of San Leandro <br />29
