September 10, 2020Facilities & Transportation <br />Committee <br />Minutes <br />PUBLIC COMMENTS2. <br />Susie Hufstader requested that Committee members listen to the Planning <br />Commission discussion from September 3, 2020 Planning Commission and Board of <br />Zoning Adjustments meeting on the proposed bike lanes on Hesperian Boulevard and <br />Fairmount Avenue that will be going to Council for review in the near future. She also <br />invited Committee members to contact her if they’d like to discuss further. <br />Christopher Bammer would like an update on the items that he previously brought to <br />the attention of the Facilities & Transportation Committee and expressed that he <br />experienced difficulties accessing today’s meeting, as well as the Finance Committee <br />meeting held on 9/9/2020. <br />Comment on Item 3.B. 20-409 submitted to the City Clerk by Randy Riggin (included <br />in these minutes). <br />DISCUSSION ITEMS3. <br />3.A.20-408 East Bay Greenway Project - Update and Design Aesthetics Review <br />Engineering and Transportation Director Keith Cooke presented an update on the East <br />Bay Greenway Project. Jhay Delos Reyes also presented a brief update to the <br />Committee. <br />COMMITTEE REQUESTS/DIRECTION TO STAFF: <br />a. Mayor Cutter expressed support for the fencing as recommended by staff and <br />requested the use of graffiti proof paint selection. She also requested that staff bring <br />the types of wayfinding signage poles back to the Committee for review. <br />b. Councilmember Cox expressed support for the fencing as recommended by staff. <br />She requested staff investigate the possibility of installation of distinguishing <br />landmarks along the San Leandro portion of the project to allow users to know when <br />they have arrived in San Leandro portion of the Greenway. <br />c. Councilmember Lopez expressed support for the fencing as recommended by <br />staff. She requested that staff investigate wayfinding signage or identity lighting for the <br />project, similar to AC Transit Bus Rapid Transit’s gingko trees and identity lighting. <br />She also requested that staff investigate incorporating art into the panels. She <br />recommended that staff continue to research additional funding needs for this project <br />so that future Councilmembers are adequately informed. <br />This matter was Received and Filed <br />3.B.20-409 Capital Improvement Program FY 2022 and 2023 <br />City Engineer Nick Thom presented an update on the Capital Improvement Program for <br />Fiscal Years 2022 and 2023. <br />COMMITTEE REQUESTS/DIRECTION TO STAFF: <br />a. Mayor Cutter recommended that construction of the Mulford Marina Library move <br />forward before the Shoreline development begins (pursuant to the development <br />agreement being signed), instead of waiting until Shoreline construction is finished to <br />begin construction. <br />b.
