BAY FAIR TOD SPECIFIC PLAN <br />Planning Framework <br />The following strategies are integrated throughout the Bay Fair TOD Specific Plan, providing a big - <br />picture planning framework for the rest of the Specific Plan: <br />Improve Mobility for all Modes along Existing Major Streets <br />Strengthen New Connections to BART <br />Create a Grid of Smaller Blocks <br />s <br />0 Create Special, Memorable Public Places and <br />Open Spaces <br />Enable Range of Future Scenarios <br />Each is illustrated and described on the following pages. These key strategies build on the Vision <br />and Desired Outcomes to show how they should play out physically in the Specific Plan. They are <br />intended to be visionary yet flexible as the plan is implemented into the future. These framework <br />concepts are not regulatory, but they are consistent with - and implemented by - the more detailed <br />standards and guidelines found in the rest of the plan. <br />30 <br />
