CHAPTER 2 VISION + PLANNING FRAMEWORK <br />E <br />Improve Mobility for all Modes Along Existing <br />Major Streets <br />The first step in transforming the Plan Area into <br />a multi -modal walkable village is to make the <br />major existing streets friendlier to pedestrian <br />and bicycle users. To improve multi -modal <br />access and safety on these streets, the Plan <br />outlines a series of improvements including <br />adding bicycle lanes, removing travel lanes, <br />creating new intersection and crossings, <br />requiring better landscaping and lighting, and <br />improving the pedestrian environment. These <br />changes will all contribute to making the area <br />a more comfortable and inviting area to walk, <br />ride a bicycle, and take transit. This, in turn, will <br />encourage residents and visitors to patronize <br />and utilize the area, supporting Bay Fair as a <br />destination for retail, transit, and community <br />gathering. A complete network of new streets <br />and pedestrian ways shown on the map (see <br />Complete streets re -design <br />Figure 2.1) will also improve connectivity and <br />walkability throughout the Bay Fair TOD Plan <br />Area. <br />New signalized crossings should be installed <br />at existing intersections where the distance <br />between crossings are the longest. These <br />locations may include 156th Avenue and East <br />14th Street, 152nd Avenue and East 14th Street <br />/ Hesperian Boulevard, and at the planned <br />East Bay Greenway crossing at Hesperian. <br />New universally accessible crossing designs, <br />including lighting and median refuge areas, <br />will improve safety and remove barriers for <br />surrounding neighborhoods to access and <br />support retail and BART. <br />Pedestrian amenities <br />Mid -block crossing near Downtown San Leandro BART <br />Station <br />31 <br />
