November 19, 2020Disaster Council Minutes <br />Alameda County OES reported that Dr. Moss has been approved by BOS as the <br />County Health Officer. The BOS also approved $8 million for grants for small <br />businesses. Eleven (11) community organizations in five (5) high priority <br />neighborhoods are providing doing outreach and education, including multi-languages <br />ads on buses and TV. The Governor added $62 million for Project Home Key. <br />The county is in the Purple Tier because of 26,460 positive cases, 89 hospitalizations <br />and 499 deaths. This is a 12% increase in new cases from three weeks ago, possibly <br />due to indoor dining and family gatherings. Hospitalizations are up. The county is <br />providing over 7000 tests per day, with 2.5% of positivity, though test supplies are <br />limited. The county has been moving slowly into the Orange Tier activities, so the <br />move backwards, will be difficult. The main changes are to indoor dining, houses of <br />worship, indoor gyms, movies and family entertainment, which are not permitted at this <br />time. The schools that are open, may remain open, but no new schools will be allowed <br />to open. Gathering guidelines are for outdoors only, no more than 3 families and 25 <br />people, and to limit travel. The State and Bay Area health officers have provided tips. <br />We need to get the messaging out about discouraging travel and the need to wear <br />masks. <br />The county has a task force working on a vaccine plan that is due to the state on Dec <br />1. There are 3 different vaccines, Pfizer, has a short shelf life and requires extreme <br />refrigeration, which only one facility within ACPHD can provide; the Moderna vaccine is <br />easier to store. There has been discussion on how vaccines will be distributed, with <br />healthcare workers in hospitals, then first responders and frontline workers, and then <br />the public. The flu has caused an uptick at hospitals because the flu and COVID have <br />similar symptoms. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />City Manager Kay reported that the shift into the Purple Tier has had an impact on <br />operations. City staff are trying to get out information on it, as well as doing research <br />on the new grant, which might have a city match. The Governor is having a press <br />conference to discuss the curfew rumors. The testing site is funded through the spring <br />and looking to double the capacity of the site to over 300 tests per day. It will be a <br />challenge to get the appointments full and the MCC site staff will need to work on the <br />logistics. The enforcement of any curfew will be focused on urging the public to <br />comply, rather than cite them. The City will be analyzing and discussing the process. It <br />can lead to the police being in an uncomfortable situation. <br />San Leandro Police explained that the reason social gatherings are an issue is that <br />when people gather with family and friends, they are getting close, taking off their <br />masks, and letting their guard down. The ADA compliance work at the main library for <br />the Community Resource Center is complete and the electrical work to hook up the <br />generator should be done in the near future. This will replace the small, pop-up CRC at <br />a local church, that offered limited access to the public. <br />Emergency Services had a meeting with ACFD, ACSO and Zonehaven, to develop a <br />project to map evacuation routes within the city and county based on sectors, with the <br />first focus being on wildfires, but the maps will also be useful for other emergencies. <br />The products being produced will be available to responders and the public. EOC <br />Exercise final meeting was held to review the comments from the evaluations. It was <br />well received, and staff did learn more about what their section in the EOC does, <br />Page 3City of San Leandro <br />100
