January 21, 2021Disaster Council Minutes <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />2.B. <br />Alameda County OES reported that they are still working virtually and continue to have <br />a weekly call for emergency managers. The county is in the decline portion of the <br />holiday surge, which cased high reported rates for cases, hospitalizations, and deaths. <br />It is the State that has instigated the stay at home orders. Dr. Moss and others have <br />been in dialogue with the State to help lift the order. The region is not close to going to <br />the purple tier, partially due to Santa Clara. People are being encouraged to stay <br />home, wear masks and practice social distancing, even after vaccinations. <br />The county is doing about 11,000 tests per day. PPE in good supply and the <br />warehouse is full. Calls of complaints and questions have gone up. There are still <br />some problems with restaurants and small businesses who are having issues holding <br />on. Food distribution has been moved to being supported by food banks and cities. <br />Hotels are moving to more permanent housing solutions, and more long-term <br />resolutions. <br />The big focus currently is in on the vaccine, and the county is still in 1A, which is <br />~145,000 healthcare professionals. When the State makes changes then the County <br />then has to change. The County has not had to destroy any vaccines and are using all <br />the vaccines that are available. The hospitals are allowed to vaccinate other staff with <br />extra doses. The county is moving towards mega PODS, which will take a lot of work. <br />ACPHD will be working with the cities. There are 3 PODS that are open to the public <br />over the weekend and more will be forthcoming. Different healthcare systems are <br />receiving vaccines directly from the state and not from the county. Dr. Clannon, the <br />head of vaccination response, is willing to look at agencies that are able to provide <br />their own vaccinators and location, then the county will give the vaccine to those <br />groups. The Sheriff’s Office is looking at doing that, so that agencies are not waiting <br />on ACPHD. <br />ACPHD has a website where people can go to register that they want to have the <br />vaccine, but it is not an appointment site. The site asks for some personal <br />information. If retired or not working, add “other” for your profession. <br />https://covid-19.acgov.org/vaccines. <br />In other emergency management news, during the wind event, the county was on a <br />watch with PG&E. There were some small fires, wires arching and other damage <br />throughout the county. There is a series of 3 storms coming in which are going to be <br />cool and wet, but not damaging. There was a 4.2 earthquake near San Jose this past <br />weekend that was felt throughout the Bay Area. <br />Alameda County Fire Department (ACFD) was not available for a report. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />Interim City Manager Robustelli reported that she has enjoyed her first few weeks here. <br />While some employees have been exposed to COVID, I’m glad to see that the City <br />has an extensive safety program in place to address issues. <br />Page 3City of San Leandro <br />30
