22

Our firm strives to avoid conflicts of interest - or any perception thereof - through full transparency with
our clients. Our public sector clients generally share many policy goals; however, we are prepared to
disclose and manage any conflicts that may arise in real time. Our team works with each of our clients
on an individual basis to ensure that they are implementing uniquely compelling advocacy strategies
and developing the most competitive proposals for the consideration of the Administration or Members
of Congress. Our staff work to ensure that each client is well-positioned to compete for federal
resources given the highly competitive nature of discretionary solicitations.

Furthermore, we believe that our network of public sector clients, including mayors and county
executives, other elected officials, and transportation officials and staff, can add value through building
coalitions, leveraging relationships, and sharing best practices, as deemed appropriate with approval
from clients.

Outlook for 2022

We would look forward to working with city officials to develop a federal advocacy platform for
2022 and beyond, then engaging with Members of Congress and the Biden-Harris Administration to
advance those priorities on your behalf. The project period would likely focus on working with you on
the implementation of either or both the Infrastructure Investment and Jobs Act and/or the Build Back
Better Act, if those transformative pieces of legislation are passed by Congress and signed by
President Biden by that point in time. We would be prepared to help the City of San Leandro seek out
existing or new resources that will be available to units of local government.

Conclusion

Thank you for this opportunity to submit a proposed scope of services to provide federal lobbying
services for the City of San Leandro. Our team would be grateful to continue supporting your local
initiatives at the federal level. We will strive to ensure that the city is well-positioned to influence law
and regulations and to secure critical federal resources to advance your projects back home. We
appreciate your time and consideration of this proposal. We look forward to hopefully working together
with San Leandro city officials in the years ahead.

Jennifer βJenβ Covino
President
Simon and Company

DocuSign Envelope ID: 96DFE48D-519D-44F7-9CDC-44AC4D3EAE4A
