<br />3 <br /> <br />Introduction <br />This Proposed Scope of Services for Federal Lobbying Services is respectfully submitted to the <br />City of San Leandro, California. It would be an honor to be continue providing these professional <br />services to City Manager Fran Robustelli and her team, Mayor Pauline Russo Cutter, and the City <br />Council. Our team appreciates having the opportunity to submit this proposal to the local government <br />to work on your behalf here in the nation’s capital. Thank you for your consideration of this proposal <br />to provide continued representation moving forward, serving as your federal advocates and liaisons <br />to the Administration, the United States Congress, national associations, and other relevant <br />stakeholders in Washington, DC. Our team will work hard to ensure that an effective intergovernmental <br />partnership yields good outcomes for the City of San Leandro during the 117th Congress. <br /> <br />Company Information <br /> Simon and Company, Inc. is a boutique intergovernmental affairs firm based in the District of <br />Columbia. We specialize in federal representation for units of local government including cities, <br />counties, and other public agencies at the local level. Our firm began operations in December 1987, <br />and we have been in business continuously since that time. The company was founded by Len Simon, <br />former President and current Senior Advisor to the firm. Jennifer “Jen” Covino is the current President <br />and Owner of Simon and Company, Inc. She took over operations and ownership of the firm effective <br />January 1, 2019. We are registered as a Subchapter 8 Corporation in Washington, DC. Our physical <br />office address is located at 1660 L Street NW, Suite 501, Washington, DC 20036. <br /> <br />Our firm specializes in federal affairs consultation for intergovernmental clients at the local level in <br />the areas of legislative advocacy, regulatory affairs, federal grant opportunities, Congressionally <br />directed spending requests, budget and appropriations requests, external coalition-building activities, <br />and other strategic initiatives. Our clients include city and county governments; transportation <br />agencies, including Metropolitan Planning Organizations (MPOs), transit agencies, paratransit service <br />providers, and a statewide transportation association; housing authorities; redevelopment agencies; <br />local education agencies (LEAs); and other units of regional or local government. <br /> <br />We have worked directly with city managers, mayors, county executives, council members, <br />superintendents, police and fire chiefs, transportation and housing agency executives, and other key <br />municipal staff to formulate effective advocacy strategies. We function as part of a team that includes <br />the elected officials and public administrators representing a local government to educate the <br />Executive and Legislative Branches and advance your federal priorities. <br /> <br />Our firm has five (5) employees: Jen Covino, President; David Gellman, Strategic Advisor; Aly <br />Hernandez, Intergovernmental Associate; Stephanie Carter McIntosh, Manager of Special Projects; <br />and Len Simon, Senior Advisor. Four (4) employees are Full Time Employees (FTEs) located in our <br />Washington, DC office. Jen Covino, David Gellman, and Aly Hernandez are federally registered <br />lobbyists. Len Simon is a part-time consultant based out of New York. <br /> <br /> After thirty years of business, we are proud of measurable achievements in helping our clients to <br />secure federal resources and direct fiscal relief, including discretionary grants, cooperative <br />agreements, earmarks, tax credits, technical assistance, legislative language, program authorizations, <br />and favorable regulatory outcomes.
